Summary :
The article “A Fertilizer Price Subsidy Policy to Mitigate Climate Effects on Women and Food Security in Cameroon”, published by Partnership for Economic Policy in July 2023, examines the impact of subsidizing agricultural fertilizers to counteract climate change’s negative effects, especially on rural women and food security. The authors (Célestin Sikube Takamgno, Nina Fotso Maya, Yselle F. Malah Kuete, Francine M. Petga, Pierre J. Nguetse Tegoum, Alain P. Yankap Noutanewo) demonstrate that Cameroon has experienced rising temperatures, decreasing rainfall, and increased climate variability over recent decades. The country confronts growing food insecurity, disproportionately affecting female-headed households. Simulations suggest that fertilizer subsidies could boost agricultural production, raise household incomesespecially for womenand reduce reliance on food imports. The paper explores two financing scenarios: public deficit or matching reduction in fuel subsidies. Researching migration in West Africa: A systematic and reflexive review 12/11/2025
Summary :
This article offers a systematic and reflexive review of 656 publications (1958–March 2022) on intra-West African migration, sourced from Scopus using PRISMA and Mayring’s qualitative content analysis. It documents a sharp rise in output since the 2000s, with research clustered on Ghana and Nigeria, followed by Senegal, Mali, and Burkina Faso. Dominant topics are work/labour, social/family relations, and ethnicity/identity, while environment and climate change have recently gained traction. Studies focus more on outcomes than drivers of migration and tend to privilege urban destinations (the “urban trap”). Women and youth remain underrepresented, and translocal approaches are still uncommon. In terms of knowledge production, authors’ affiliations are predominantly in the US and Europe, reflecting postcolonial hierarchies; the authors call for decolonizing research agendas and strengthening West Africa-based scholarship.

Human Security in the Sahel: An Ideal in Crisis 28/10/2025
Summary :
In this article, Anta Barry explores the evolution of the concept of human security in the Sahel region and argues that its ambition is increasingly unattainable. The central Sahel namely Mali, Niger and Burkina Faso represents a paradox: a territory rich in resources yet undermined by weak governance, colonial legacies, mis-aligned development policies and recurrent political instability. The notion of human security, initially focusing on protecting individuals from economic, political and environmental threats, is confronted with a “poly-crisis”: terrorist insecurity, climate change, food crises and the retreat of the state from basic services. Barry criticises the application of standardised international models that fail to reflect Sahelian realities and highlights the shrinking political space of states in the face of powerful external actors. The article concludes that without a rethink of approaches and a genuine empowerment of local actors, the ideal of human security in the Sahel will remain in crisis.

Report on Prioritization within the TNA Process for Adaptation 01/12/2025
Summary :
The report “Report on Prioritization within the EBT Process for Adaptation in Agriculture and Water Resources, Republic of Chad” examines priority climate-adaptation measures for Chad in the agriculture and water sectors. It is part of the EBT (Technology Needs Assessment) process to identify, prioritize and plan technologies suitable for climate change impacts. The document highlights structural constraints — lack of financial resources, limited institutional capacity, land-tenure barriers, insufficient information and awareness — that hinder technology deployment. It proposes an enabling framework to overcome these barriers, including strengthening relevant institutions, easing land-tenure procedures, implementing Information-Education-Communication (IEC) campaigns, and facilitating access to financing mechanisms.
