This policy brief examines the consequences of the drastic reduction in U.S. foreign aid, particularly the suspension of USAID funding announced after 2025, on the Lake Chad Basin region. The region already faces multiple crises, including violent extremism, structural poverty, large-scale population displacement, food insecurity, and climate-related environmental stress. For decades, international aid—especially from USAID—has played a crucial role in supporting humanitarian assistance, healthcare, education, social cohesion, and peacebuilding initiatives. Based on interviews conducted with non-governmental organizations operating in Nigeria and Cameroon, the study highlights how funding cuts are disrupting humanitarian programs and weakening essential services for vulnerable populations. The reduction of aid risks deepening instability, increasing humanitarian needs, and exacerbating recruitment by violent extremist groups. The brief therefore stresses the need to diversify funding sources and strengthen local institutional capacities in order to reduce dependency on international donors and ensure more sustainable responses to the region’s complex crises.

This policy brief examines the consequences of the suspension of funding from the United States Agency for International Development in Cameroon, amid security crises linked to Boko Haram and internal conflicts. In 2023, U.S. assistance accounted for a substantial share of foreign aid to Cameroon, particularly in the health sector. The abrupt withdrawal in 2025 led to project closures, mass layoffs, and shortages of essential medicines, especially for HIV and malaria programs. Vulnerable populations—including refugees, internally displaced persons, and children—have been the most affected, with malaria-related mortality rising again. However, the funding suspension is also seen as an opportunity to rethink structural dependence on external aid, promote localization, diversify partnerships (EU, BRICS, private foundations), and strengthen domestic investment in health in line with the Abuja Declaration. The brief concludes with strategic recommendations to enhance resilience and sustainability in humanitarian and development sectors.

The article highlights unresolved armed conflicts as the primary driver of acute food insecurity in Africa. In 2025, a record 167 million Africans faced acute food insecurity, with over 130 million living in conflict-affected countries. More than 700,000 people are at risk of famine, mainly in Sudan, South Sudan, and Mali. Conflicts severely disrupt agricultural production, markets, transport systems, and humanitarian access, while triggering large-scale population displacement. The analysis shows that five countries—Nigeria, the Democratic Republic of the Congo, Sudan, Ethiopia, and South Sudan—account for nearly two-thirds of acute food insecurity on the continent. The article also stresses the regional spillover effects of conflicts, which strain neighboring countries and humanitarian response capacities. It concludes that famine is fundamentally a man-made catastrophe, with long-term economic and security consequences, undermining human capital, stability, and development prospects across Africa.

This regional report by Action Against Hunger assesses vegetation biomass production in the Sahel during the 2025 growing season using satellite imagery and climatic data. It finds that the 2025 rainy season was generally normal to above average across Sahelian countries, resulting in good to very good biomass production, exceeding the 25-year average, though remaining below the exceptional levels observed in 2024. Central Sahel areas, particularly in Mali, Burkina Faso and Niger, recorded significant positive anomalies, while localized deficits persist in western Senegal, south-western Mauritania and the Lake Chad basin. In coastal countries, biomass production remains below average despite slight improvement compared to 2024. The report indicates that pastoral vulnerability for the 2026 dry season is generally low; however, insecurity, restrictions on transhumant movements and livestock concentration significantly constrain access to grazing resources, increasing the risk of early and difficult pastoral lean periods in several zones.

Africa is experiencing a historic surge in forced displacement, with 45.7 million people uprooted, representing 3% of the continent’s population . Conflict is the main driver, as 96% of displaced populations originate from countries affected by armed violence. Sudan has become the epicenter, recording 14.4 million forcibly displaced people, including 10 million internally displaced—the highest figure worldwide. Regional conflicts increasingly overlap: 8 of the 11 African countries hosting the most refugees are themselves in conflict, highlighting the interconnected crises of the Sahel, the Horn of Africa, and the Lake Chad Basin. Burkina Faso accounts for one of the largest internal displacement crises. Some fragile improvements appear in Ethiopia and the DRC due to returns in partially stabilized regions. Meanwhile, natural disasters—mainly floods—have increased forced displacement by 33%, adding 5.6 million new victims and compounding the vulnerability of populations already affected by conflict.

The report “Report on Prioritization within the EBT Process for Adaptation in Agriculture and Water Resources, Republic of Chad” examines priority climate-adaptation measures for Chad in the agriculture and water sectors. It is part of the EBT (Technology Needs Assessment) process to identify, prioritize and plan technologies suitable for climate change impacts. The document highlights structural constraints — lack of financial resources, limited institutional capacity, land-tenure barriers, insufficient information and awareness — that hinder technology deployment. It proposes an enabling framework to overcome these barriers, including strengthening relevant institutions, easing land-tenure procedures, implementing Information-Education-Communication (IEC) campaigns, and facilitating access to financing mechanisms. The goal is to enhance the resilience of agricultural systems and water-resource management against climate hazards.

As of March 2022, only about 1% of Chad’s population was fully vaccinated against COVID-19, and no prior data existed on vaccine hesitancy in the country. This cross-sectional study in N’Djamena (August–October 2021) surveyed 508 adults—patients, community members and healthcare workers—using a 25-item questionnaire and an adapted WHO SAGE Vaccine Hesitancy Scale. Overall, 52% said they would accept a COVID-19 vaccine, with higher acceptance among patients (67%) than community members (44%) and healthcare workers (47%). The mean hesitancy score was 29/50, and more than one-third of respondents were classified as highly hesitant. Knowing someone who died from COVID-19, trusting the government, perceiving local healthcare worker support, having comorbidities and higher socioeconomic status (electricity at home) were all associated with lower hesitancy. Main concerns focused on side effects, efficacy, safety, the pharmaceutical industry and distrust of government. Qualitative analysis highlighted four themes: information, trust, clinical concerns, and misinformation/false beliefs.

According to the 13 October 2025 report, this study examines the political, social and technological dimensions of civil registration systems in Côte d’Ivoire, Mauritania, and Chad. It highlights civil registration as a core infrastructure of citizenship, enabling access to rights but also functioning as a mechanism of exclusion. The report details the “social life of documents,” showing how identity papers are used strategically, how administrative inequalities persist, and how bureaucratic violence at service counters reinforces marginalisation. It also warns against the politicisation of civil registry systems, especially when civil registration, nationality, and elections become entangled. The study analyses the rise of biometric technologies, which promise efficiency but create new vulnerabilities, including surveillance risks and technological dependency. Finally, it outlines reform pathways: depoliticising civil registration, expanding citizen access, increasing transparency, fostering universal inclusion, and strengthening digital sovereignty.

The article explores how in Africa the law is increasingly used as a “pimping” tool for gerontocratic regimes, undermining substantive democracy. It argues that although the post-independence era held promise for law as social regulation, it became captured by privatized state institutions and used to eliminate opposition rather than secure alternation. Cases in Benin, Senegal and Cape Verde are discussed as (relatively) positive exceptions, while in countries such as Côte d’Ivoire, Cameroon and Chad, candidacies are constrained and civil rights subverted. Law becomes flexible, adapting to the interests of those in power and thereby reinforcing hybrid and gerontocratic systems. The author calls for a reinvention of citizenship, a law in service of life rather than exclusion, and a stronger role for civil society to reposition politics beyond mere elections.
