This article explores state formation in the Sahel through the prism of Charles Tilly’s “warmongering” model, with a focus on the war on terror and its impacts. Focusing on Burkina Faso, it shows a dual dynamic: on the one hand, war strengthens coercive capacities and revives the national project; on the other hand, it weakens the state through its patrimonialization and hybridization. The Sahelian context partly confirms Tilly’s theories, but also reveals a distinct state, which moves away from the ideal Weberian model. International security policies and the management of self-defense groups contribute to this complexity, exposing the state to internal and external challenges. Finally, if war accelerates state formation, it also exacerbates sociopolitical tensions and administrative informality.

Jabir Touré's article, published in the Revue internationale des francophonies, examines the efforts of French-speaking Sahel countries in combating terrorism, focusing on the G5 Sahel. Established in 2014 by Burkina Faso, Mali, Mauritania, Niger, and Chad, the G5 Sahel is an intergovernmental organization aiming to enhance security and development in the region. Despite international support, notably from France through Operation Barkhane, and the creation of Task Force Takuba in 2020, the G5 Sahel joint force struggles to reach full operational capacity. Terrorist groups like the Group for the Support of Islam and Muslims (GSIM) and the Islamic State in the Greater Sahara (EIGS) have expanded their influence, making 2019 particularly deadly. However, since the Pau Summit in January 2020, improved coordination between national forces and their partners has partially reversed the balance of power on the ground.

Amnesty International’s 2021 article, “I have nothing left, except myself,” examines the growing impact of conflict on children in the Tillabéri region of Niger. Violence by armed groups, including the Islamic State in the Greater Sahara (ISGS) and the Group for the Support of Islam and Muslims (GSIM), has led to the closure of many schools, depriving children of their right to education. Children are also exposed to psychological trauma due to violent attacks, forced displacement, and food insecurity. The report highlights the urgent need for the Nigerien authorities and the international community to protect children’s rights, ensure their access to education, and provide adequate psychosocial support.

Faced with this marginalization, some join jihadist groups that promise justice, protection, and economic opportunities. The study, based on community surveys, highlights the root causes of the regional malaise and suggests avenues for a conflict prevention strategy, highlighting the fragility of this area and the urgency of increased attention from Malian decision-makers.

Crisis Group’s article “Central Sahel: At the Eye of the Storm” analyses the multidimensional crisis in the Central Sahel, spanning Burkina Faso, Mali and Niger. The region is facing a combination of armed conflict, political instability, humanitarian crises and environmental challenges. Violence by jihadist groups and inter-communal tensions have led to massive population displacement, exacerbating an already precarious humanitarian situation. Local governments, often fragile, are struggling to restore security and provide basic services, while international interventions have yet to provide sustainable solutions. The article highlights the urgent need for an integrated approach, combining security efforts, economic development and political dialogue, to sustainably stabilise the region.

The OCHA report of March 2024 highlights the complexity of the humanitarian situation in Chad, exacerbated by structural crises, climate shocks and the massive influx of refugees fleeing the Sudanese conflict since April 2023. These factors seriously disrupt the provision of essential social services, particularly in the east of the country, and compromise development efforts. Chad, one of the poorest countries in the world, hosts more than a million refugees, placing it among the seven countries receiving the most. Inter- and intra-community conflicts, as well as the presence of non-state armed groups, lead to forced displacement of populations, particularly in the provinces of Logone Occidental and Lac. Food insecurity affects nearly 40% of households, with particularly high rates in the Sahelian and Saharan zones. The nutritional situation is worrying, aggravated by limited access to drinking water and health services. The 2024 Humanitarian Response Plan aims to provide emergency assistance to 4 million people, improve access to social services for 3.6 million people and strengthen the resilience of 4.6 million people, with a total budget of US$1.14 billion.
