It examines gender inequalities in access to irrigated perimeters in Niger, revealing that rice cultivation is predominantly a male activity. The article titled “Forging Identity at Gunpoint: Violence and the Land Question in Mali” by Ibrahima Poudiougou and Giovanni Zanoletti, published in 2020 in the Revue internationale des études du développement, examines how violence has become a tool of public policy in Mali, especially in land-related conflicts. The authors focus on the deadly clash between the villages of Mougna and Kossouma on June 25, 2016, which resulted in about twenty deaths and forty injuries. Although jihadists were not directly involved, the event illustrates the increasing militarization of land disputes since the 2012 rebellion. The article explores how ethnic and religious narratives—especially references to “jihadism”—are used to frame these disputes. Ultimately, the study reveals how rural institutions and state authority are being challenged through violent reconfigurations of identity and power.

Monitoring Bulletin of Supported Micro-Enterprises in the Moughataa of Bassikounou, Mauritania – March 2025 25/04/2025
Summary :
This ACF monitoring bulletin presents the progress of 56 micro-enterprises supported in Bassikounou, Mauritania, under a UNHCR-funded project. Despite a fragile economic context, some positive trends are observed: improved debt repayment (88%), increased use of personal savings, and emerging financial diversification. Agriculture, livestock, and general trade prove most profitable, while solar energy remains the most vulnerable sector. However, major challenges persist: reliance on humanitarian aid, limited access to formal financing, poor business structuring, rising input costs, and client indebtedness. ACF recommends reinforced support (training, management tools, formalization, access to credit) to ensure long-term sustainability. The strong involvement of women and the growing use of community-based solutions (tontines, AVECs) are encouraging signs of economic resilience and adaptation.
