The debate underscored citizens’ growing support for military takeovers in contexts where civilian governments fail. Recommendations emphasized the need for endogenous reforms, strict term limits, strengthened democratic institutions, and the inclusion of civil society in regional governance frameworks. The event concluded with a call for bold, culturally rooted actions to address West Africa’s democratic and security crises.

Since April 2023, the conflict between the Sudanese Armed Forces and the Rapid Support Forces has led to the mass displacement of civilians into eastern Chad. This report, published by SIPRI in partnership with BUCOFORE, is based on perception surveys, qualitative interviews, and focus group discussions held in four refugee camps. It explores the lived experiences of displaced Sudanese women and girls, who face significant barriers to accessing food, reproductive health services, water, sanitation, and safety. The report highlights the chronic underfunding of humanitarian responses and the lack of gender-sensitive aid, both of which heighten the risks of gender-based violence. It offers concrete recommendations to policymakers, humanitarian organizations, and donors to improve the protection and support provided to refugee women and girls.

Since December 2021, Northern Benin has experienced escalating violence linked to violent extremist groups (VEOs), notably Jama'at Nasr al-Islam wal Muslimin (JNIM) and the Islamic State in the Greater Sahara (ISGS). Initially confined to national parks, the violence has spread to populated areas. The report emphasizes that these threats primarily originate from neighboring countries—Burkina Faso, Niger, Togo, and Nigeria—rather than internal Beninese tensions. VEOs utilize Benin as a strategic buffer zone to evade regional military pressure and expand their influence. The report recommends enhanced regional coordination and cross-border programs to effectively address this threat.

The article “Revisiting an Aporia: The Effectiveness of the Legal Framework Against Violence Toward Women in Burkina Faso”, written by Paliguewinde Martin Sawadogo, Doctor in Public Law and Postdoctoral Researcher at Université Laval (Canada), examines the strengths and limitations of Burkina Faso’s legal system in combating violence against women (VAW). Using an empirical and positivist approach, the author highlights that while legislative and institutional progress has been made, several shortcomings persist: the lack of legal definitions for some forms of violence, weak sanctions, and underfunded mechanisms. He suggests a more integrated strategy that includes traditional and religious authorities as key players in social transformation. Their involvement could enhance the effectiveness of legal measures and promote broader societal change. The article ultimately calls for bridging formal law with cultural and local leadership to address VAW more comprehensively.

In contexts of insecurity, qualitative research requires constant "adaptations," encapsulated by the phrase "the field dictates." This article explores ethnographic approaches that diverge from traditional methods, drawing on collaborative research conducted in Niger's Liptako-Gourma region—a transborder area between Burkina Faso, Mali, and Niger, and the epicenter of insecurity since 2015. Inspired by Michel de Certeau's concept of "tactics," the author employs "adaptation" to analyze practices in qualitative research under insecure conditions. Ethnographic constraints are viewed not as insurmountable obstacles but as opportunities to develop new methods while maintaining scientific rigor. These adaptations involve variations in usage and room for maneuver, influenced by the specific relationships between the researcher and the subject of study. The analysis of "ways of doing" encompasses both practical and ethical dimensions, as conducting research in insecure contexts leads to sensitive responses laden with emotions, discomfort, and empathy, which in turn influence knowledge production.

Mauritania's "National Digital Security Strategy 2022-2025," developed by the Ministry of Digital Transformation, Innovation, and Modernization of the Administration, aims to strengthen cybersecurity and combat cybercrime. Recognizing the growing reliance on digital technologies and associated threats, the strategy focuses on six strategic objectives:​ Establish institutions dedicated to digital security.​ Protect Mauritania's cyberspace and critical infrastructures.​ Enhance mechanisms to combat cybercrime.​ Raise awareness and provide training on cybersecurity issues.​ Promote national collaboration in digital security.​ Develop regional and international cooperation.​ The implementation of this strategy is overseen by the High Council for Digital (HCN), supported by the National Cybersecurity Agency. It aligns with the 2014 Malabo Convention on cybersecurity and personal data protection, to which Mauritania is a signatory.

Rebecca Mignot-Mahdavi’s report explores France’s military strategy against jihadist groups, particularly in the Sahel, revealing a lack of transparent legal justification. Unlike the U.S., which has openly articulated legal frameworks for its war on terror, France maintains silence, although its strategic documents and actions imply an extensive interpretation of international law. The author argues that France mirrors U.S. legal narratives by stretching the boundaries of jus ad bellum and jus in bello to legitimize ongoing military operations. Drawing on French parliamentary records and strategic reports, the paper highlights how France frames its fight as a generalized and indefinite war against jihadist groups. This implicit legal approach allows France to operate across borders and time without explicit legal constraint. Mignot-Mahdavi warns that such legal ambiguity normalizes endless conflict and undermines accountability, challenging the international rule of law.
