This report by the Timbuktu Institute examines the growing threat of Jama'at Nusrat al-Islam wal-Muslimīn (JNIM) in the tri-border area of Mali, Mauritania, and Senegal. The group expands its influence through violent operations, illicit economic activities (timber, livestock, mining), and ideological infiltration. Vulnerabilities in eastern Senegal—such as porous borders, youth unemployment, caste-based grievances, and the spread of Salafism—make it a potential target, despite the country’s current stability. The report highlights the resilience of Senegal, grounded in social cohesion, widespread religious moderation, effective and professional security forces, and local resistance to extremist narratives. It calls for strengthened border presence, enhanced cross-border cooperation with Mali and Mauritania, and increased involvement of local religious and traditional leaders to curb JNIM’s expansion strategy.

This report presents the outcomes of a regional forum held in Dakar in November 2020, aimed at analyzing responses to violent extremism in the Sahel. It highlights the root causes of insecurity: poor governance, lack of basic services, social exclusion, and state-perpetrated violence. Four panels addressed the rule of law, institutional responses, human rights abuses, and peacebuilding. Recommendations emphasize the need for a holistic approach combining social justice, human security, and the active participation of women and youth. The report calls for institutional reform, acknowledgment of societal pluralism, and deeper community involvement in counter-radicalization efforts.

This report explores the impact of growing Internet use in the Sahel region, notably Mali, Burkina Faso and Niger. The rise of social media users has exacerbated existing tensions and conflicts, with phenomena such as disinformation, radicalization and polarization. Despite this, digital access also offers opportunities to strengthen transparency and cohesion, and to prevent conflicts. Recommendations for a more inclusive and safe use of these digital spaces are proposed.
