This article examines the determinants of willingness to pay (WTP) for flood insurance in urban Burkina Faso, with a particular focus on the role of information and information sources. The analysis is based on a field survey conducted in September 2022 among 593 individuals in Ouagadougou. The findings indicate that 71.3% of respondents are willing to pay for flood insurance, although most report a WTP lower than the expected loss. Being well informed about flood risks increases WTP, but the relationship is not proportional, as perfectly informed individuals may display lower WTP. Trust in government and private insurance providers, as well as ambiguity aversion, positively influence WTP, while reliance on family networks and risk aversion reduce it. The study highlights the importance of integrating information effects and communication channels into flood risk management and insurance demand policies in urban contexts.

Against the backdrop of attacks on fuel tankers, fuel shortages, and diplomatic warnings, he describes how official messaging clashes with sensational international coverage—especially speculation about Bamako’s possible fall—and with JNIM propaganda circulated on social media platforms. The piece also notes the emergence of counter-narratives (including from influencers on the ground) and concludes that this contested narrative ecosystem can shape perceptions of the crisis as much as events themselves.

Issue 34 of the Sahel Pastoral Surveillance Bulletin highlights an overall improvement in pastoral conditions across the region during August–September 2025. Pasture and water availability is generally satisfactory, contributing to good livestock body condition. However, significant spatial disparities remain, with some areas experiencing low vegetation cover while others face excess water and flooding risks. Livestock markets are mostly accessible, yet rising animal prices combined with fluctuating cereal prices continue to negatively affect terms of trade for pastoralists in several locations. From a health perspective, outbreaks of animal and human diseases have been reported, requiring increased monitoring. Security conditions remain fragile in parts of the region, marked by recurrent livestock theft and increased pressure on pastoral resources due to the presence of displaced and refugee populations.

The article examines the rise of pro-government NGOs in Nigeria, used by political elites to suppress independent civic voices. Historically resilient, Nigeria’s civil society has come under pressure as the government has become more illiberal, especially since Muhammadu Buhari took office in 2015. Over 360 pro-government NGOs—often unregistered, short-lived, and connected through overlapping patronage networks—have emerged to praise the regime, attack critics, manipulate public narratives, and legitimize authoritarian practices. These groups rely on sycophancy, ad hominem attacks, opaque funding, orchestrated media appearances, and ties with fringe news platforms. Their activities erode democracy by discrediting genuine civil society, undermining accountability, spreading anti-democratic discourse, and reducing the effectiveness of international support. The article also profiles key actors such as Philip Agbese and Bosede Ajibola and outlines policy recommendations to counter the growing influence of this “fake civil society.”

The article examines the severe decline in press freedom across West Africa, highlighted by the 2025 RSF Press Freedom Index. Eleven of the region’s sixteen countries fell in the ranking, with dramatic drops in Guinea (-31 positions), Burkina Faso (-19), and Guinea-Bissau (-18). This regression reflects a shrinking civic space driven by military regimes, media suspensions, arrests of journalists, and state propaganda. Even countries without constitutional breakdowns, such as Senegal and Benin, face major challenges—economic collapse of the media sector in Senegal and restrictive digital legislation in Benin. In this context, organizations like the Media Foundation for West Africa (MFWA) have become essential, providing training, protection, and visibility to journalists through initiatives such as WAMECA 2025. The article also warns about the surge of disinformation campaigns targeting the region and stresses the importance of public digital infrastructures to maintain a democratic, open, and reliable information space.

This study assesses the Health and Social Development Program (PADSS2) implemented in Mali’s Mopti region to improve healthcare access for pregnant women and children amid increasing terrorist attacks. Using a controlled interrupted time series analysis (2016–2021), the authors compared intervention and control districts. Results show modest but positive effects: assisted deliveries increased by 1.5%, antenatal consultations by 1–2%, and under-five child visits also rose. However, intensified terrorist activity led to a sharp decline in child consultations (up to 40%). The program’s overall impact remained below expectations due to security challenges, governance constraints, and limited implementation capacity. The authors call for stronger collaboration between donors and researchers, and better integration of security dynamics in the design and evaluation of public health interventions in fragile contexts.

The article titled “Freedom to Inform: A Democratic Bulwark under Pressure in West Africa?” explores how journalism in several West African countries is increasingly an act of resistance amid growing restrictions. Media outlets face rising authoritarianism, the frequent use of “fake news” laws, online disinformation and financial precarity. The digital space, as a new frontier for democracy, is especially under threat: unregulated platforms, shared data and interoperability raise major concerns for independent, reliable journalism. Journalists’ roles are being redefined: they must verify, connect, simplify and defend everybody’s right to information. The piece emphasises that protecting freedom to inform is essential to safeguard one of democracy’s pillars in the region.

This study maps Senegal’s cattle and small ruminant trade network using 2020 sanitary certificates (LPS). Applying temporal network theory, it identifies areas most vulnerable to disease transmission, such as Foot and Mouth Disease. The findings show that livestock mobility—driven by climate, markets, and religious events (Tabaski, Grand Magal)—shapes the dynamics of disease spread. Static models tend to overestimate transmission speed, while temporal analysis highlights key “sentinel nodes” for early warning systems. Strengthening cross-border coordination and improving regular data collection are crucial for effective surveillance and control of transboundary animal diseases in West Africa.

This paper investigates how the digital divide shapes access to essential services—drinking water, health, and education—in West Africa using Afrobarometer Round 9 data. The authors build a multidimensional digital divide index integrating access to equipment, internet use, and information isolation. Three main findings emerge: (1) formal education is by far the strongest determinant of digital inclusion, ahead of wealth or geography; (2) the digital divide is strongly associated with lower access to basic services, even after accounting for territorial heterogeneity; and (3) rural–urban differences are less significant than expected, suggesting that marginalization transcends geography. The study concludes that without inclusive and educational policies, ongoing digitalization efforts could inadvertently deepen social and territorial inequalities across the region.
