Summary :
The article “Le droit à la santé en Côte d’Ivoire” analyzes the evolution of the country’s health system between 2017 and 2023. Significant progress has been made in expanding health infrastructure, training personnel and strengthening political commitment. However, financing remains inadequate: only 6% of the national budget is allocated to health, far below the WHO recommendation of 15%. Heavy dependence on international partners creates fragility and undermines sustainability. Territorial inequalities persist, with rural regions facing shortages of doctors, medical supplies, and functional facilities. The Universal Health Coverage (CMU) initiative represents progress, but its implementation is still limited. Vulnerable groups—women, children, people with disabilities, and survivors of gender-based violence—face the greatest barriers. The report calls for stronger public investment, improved governance, better territorial equity, and enhanced mechanisms for addressing gender-based violence.

Summary :
This article analyzes the evolution of Malian civil society within the political transition initiated in 2020. Amid profound institutional reforms, the dissolution of political parties in 2025, and a perceived shrinking of civic space, civil society faces a strategic turning point. The study provides a typological mapping of actors (human rights organizations, youth movements, women’s associations, trade unions, religious organizations, think tanks, and diaspora groups) and examines their contribution to state refoundation reforms. It highlights tensions between collaboration and autonomy, support for transitional authorities and counter-power functions. The article also emphasizes major structural challenges: dependency on external funding, organizational weaknesses, internal fragmentation, and political ambiguities. Despite these constraints, civil society remains a key actor in social cohesion and civic participation. The analysis concludes that its future will depend on its adaptability, financial resilience, and ability to clarify its democratic positioning.

Effects of a free health insurance programme for the poor on health service utilisation 24/11/2025
Summary :
This article evaluates the impact of Senegal’s free health insurance programme for poor households, implemented through the National Family Security Scholarship Programme (PNBSF). Using 2019–2020 data from the rural area of Niakhar, the study assesses whether free enrollment in community-based health insurance (CBHI) improves healthcare utilisation and financial protection. Despite the programme’s intentions, the findings reveal major implementation failures: limited awareness among beneficiaries, unintentional or “virtual” enrollments, weak communication, and structural shortcomings within CBHI schemes. As a result, free insurance did not increase healthcare consultations during illness, antenatal care visits, or protection against catastrophic health expenditures. The only significant positive effect observed was an increase in facility-based deliveries. The authors conclude that the limited impact stems from implementation gaps rather than the concept of free insurance itself, stressing the need for stronger government commitment and measures to reduce barriers to accessing covered services.
