Why Senegal’s Democracy Endured 08/12/2025
Summary :
The article examines why Senegal’s democracy endured despite a major institutional crisis surrounding the postponement of the 2024 presidential election. When President Macky Sall cancelled the February vote, citing institutional conflict, civil society, opposition actors, and the Constitutional Council played decisive roles in protecting the rule of law. Despite political pressure, the judiciary invalidated the postponement, demonstrating its independence. At the same time, broad civic mobilization—including activists, scholars, journalists, and religious groups—demanded adherence to the constitutional electoral timeline. This combination of judicial firmness and collective citizen action enabled the organization of the March 24 election and a peaceful transition to President Bassirou Diomaye Faye. The article argues that Senegal’s resilience stems from a long-standing tradition of civic engagement, institutional dialogue, and public defense of democratic checks and balances.

The President embodies a delegated form of authority still under consolidation, leading him to broaden his political alliances to secure credibility. By contrast, the Prime Minister derives a charismatic legitimacy shaped through struggle, repression, and sustained popular support, relying on a loyal and compact inner circle. These two leadership styles generate divergent interpretations of political decisions, fueling mistrust and symbolic rivalry. This Afrobarometer report examines Guinean citizens’ perceptions of gender equality in education, employment, land ownership, and political participation. The findings reveal persistent gender disparities, particularly in access to secondary and post-secondary education and in control over economic assets such as mobile phones, vehicles, and bank accounts. Despite these inequalities, a majority of Guineans oppose the idea that men should be prioritized in hiring when jobs are scarce and support equal rights to land ownership and inheritance. Regarding political participation, 70% of respondents believe women should be eligible for political office on the same basis as men, although many acknowledge social risks, including harassment and family tensions, faced by female candidates. Overall, public dissatisfaction with government performance is high: more than half of respondents rate state efforts to promote gender equality as poor, and 72% believe the government should do more—many calling for significantly stronger action.

The article examines Côte d’Ivoire’s political crisis following the October 31, 2020 presidential election, marked by Alassane Ouattara’s controversial decision to seek a third term after the death of his designated successor, Amadou Gon Coulibaly. Held in a context of political deadlock, the election resulted in 85 officially recorded deaths. The author recalls that Côte d’Ivoire has never experienced a peaceful transfer of power since 1993 and that electoral disputes have sparked two civil wars (2002–2006 and 2010–2011). Ethnic tensions, land ownership conflicts, and political manipulation remain key drivers of instability. While Ouattara’s economic record is strong, perceptions of democratic decline persist, particularly among young and educated citizens. The article also highlights the crucial role of civil society organizations, religious leaders, and traditional authorities in preventing violence and promoting peaceful electoral processes.
