Discussions highlighted growing authoritarianism (e.g., third terms, state capture, rollback of freedoms), weak institutions, corruption, and the exclusion of youth and women. Participants called for a democratic renewal rooted in African contexts: checks on presidential power, independent judiciary, civic participation, inclusive governance, constitutional reform, and strengthened accountability. The event emphasized the need to rethink governance amid security instability, military transitions, and institutional inefficiency. It advocated for rebuilding a generational social contract and supporting the rise of a more participatory, context-responsive African democracy fit for 21st-century challenges.

The article by the Africa Center for Strategic Studies, published on October 1, 2024, examines the southward advance of militant Islamist groups in Mali, intensifying threats around Bamako. Since the military coup in August 2020, security has deteriorated, with attacks within 150 km of the capital increasing from 3 in 2020 to a projected 34 in 2024. Deaths related to this violence in southern Mali are expected to double to 335 this year. Border areas with Côte d'Ivoire, Guinea, Senegal, and Mauritania are also under increased pressure. Simultaneously, human rights abuses attributed to Malian forces and Russian mercenaries have risen, with civilian deaths increasing from 84 in 2019 to a projected 1,044 in 2024. These violations undermine public trust and exacerbate community tensions. The article emphasizes the need for improved security sector governance and a transition to civilian rule to stabilize Mali and enhance regional cooperation.

This article analyzes the ongoing democratic transition in Chad following the death of President Idriss Déby in 2021. While his son, Mahamat Déby, took power by circumventing the Constitution, the international community largely supported this succession, notably France, the European Union, and the United States. Despite peace agreements and a national dialogue, the transition has been marked by electoral reports and violence, such as the repression of the October 2022 protests. The article “Democracy under the threat of security in Africa: the case of Burkina Faso” analyzes the impact of terrorist threats on Burkina Faso’s democratic achievements since 2015. It conceptualizes democracy by encompassing the protection of individual freedoms, the holding of free and fair elections, and checks and balances between state institutions. The study demonstrates that, although terrorist violence has weakened Burkinabe democracy, it is resilient. Far from putting an end to democratization, insecurity opens new perspectives for its revitalization. The article also emphasizes the importance of maintaining the functioning of public institutions and resisting restrictions on individual freedoms, even in times of security crisis.

The article discusses military dominance in Mali in the context of the political transition. General Assimi Goïta recently dismissed Prime Minister Choguel Kokalla Maïga following growing tensions and public criticism of the military's management. Latent disagreements between the two leaders, masked by a fragile alliance, have finally erupted. The military, although having integrated civilian figures into the government, controls all decisions. This dismissal reflects the armed forces' control over the transition and highlights the absence of real countervailing powers.

The Institute for Security Studies (ISS) paper published in June 2024 analyses the resurgence of unconstitutional changes of government (UCGs) in West Africa since 2020, particularly in Mali, Guinea, Burkina Faso and Niger. It highlights that these successive coups reveal structural weaknesses and complex socio-political challenges specific to each country, requiring a specific approach rather than a uniform vision of a “contagion” of coups. The paper criticises ECOWAS’s response, deemed ineffective, and calls for a reassessment of strategies for managing military transitions. It also recommends that international partners engage constructively without legitimising coups and emphasises the strengthening of regional instruments to respond to violations of democratic governance by elected governments.
