This Policy Brief examines the Sahel’s complex crisis, rooted in insecurity, poverty, marginalization, and weak governance. The author critiques military-centered strategies, particularly those led by the European Union, as misaligned with local needs and overly focused on migration control and counterterrorism. Mahssoun argues that such approaches deepen dependency and fail to resolve underlying causes. Instead, she advocates for an African-led response based on regional integration, South-South cooperation, and inclusive socio-economic programs. Initiatives such as the Liptako-Gourma Charter and the Atlantic Africa Initiative are highlighted as promising models, combining security measures with economic development, regional value chains, and community resilience. The recommendations emphasize investments in education, job creation, healthcare, and strategic infrastructure, while fostering local ownership and participation. This Pan-African approach seeks to provide a sustainable pathway to peace and development in the Sahel.

This article examines South–South security cooperation in Africa through the case of the G5 Sahel. The authors argue that regional organisations, despite being guided by the mantra of “African solutions to African problems,” remain rigid, underfunded, and donor-dependent. In this context, ad hoc initiatives such as the G5 Sahel and the Accra Initiative have proliferated, appearing more flexible and context-sensitive. However, these often become “zombified” institutions shaped by external funding and donor agendas. The G5 Sahel exemplifies this paradox: while it failed to curb insecurity, it nonetheless fostered military cooperation and generated new forms of African agency. This “productive failure” illustrates how Sahelian states repurpose constraints into political opportunities, reassert sovereignty, and engage in new bilateral or regional arrangements, including the creation of the Alliance des États du Sahel (AES).

This article focuses on intelligence sharing in the Sahel region, analyzing cooperation among African states as well as interactions between regional actors and external powers. The author discusses how intelligence is shared or withheld based on strategic, security, or sovereignty considerations, and highlights challenges such as trust deficits, institutional capacity gaps, and power asymmetries. Even when cooperation frameworks exist, their effectiveness is often undermined by rivalries, resource constraints, or contradictory policies. The study offers concrete case studies illustrating barriers to cooperation, along with proposals to strengthen information-sharing mechanisms (legal frameworks, harmonization, regional governance). In the Sahel context, the article argues that better integration of intelligence is vital for more effective counter-extremism efforts and regional stability.

This article highlights the urgent need to restore trust between communities in West Africa, in the face of growing intercommunal violence, particularly targeting the Fulani. Binta Sidibé Gascon, president of the Kisal Observatory, denounces abuses in Burkina Faso where Fulani populations are accused of collusion with armed groups and subjected to arbitrary arrests, summary executions, and massacres. She even uses the term “ethnic cleansing.” Such violence, perpetuated by impunity, fuels terrorist recruitment and undermines social cohesion. The article stresses that many Fulani are themselves victims of terrorism and that conflating an entire community with extremism deepens the cycle of violence. Two studies are recommended: one on mistrust toward Fulani communities in Côte d’Ivoire, and another on cattle rustling in the Burkina Faso–Côte d’Ivoire–Ghana border area. The author calls for moving beyond prejudice in order to preserve peaceful coexistence in West Africa.

This article examines the trends and determinants of anemia among women of reproductive age in Mali using Demographic and Health Survey (DHS) data from 2001 to 2018. Findings reveal persistently high anemia prevalence despite some fluctuations: a decrease between 2001 and 2006 followed by an increase in later years. Key associated factors include age, educational attainment, socioeconomic status, rural versus urban residence, and number of children. The analysis highlights the strong influence of poverty and unequal access to healthcare in sustaining the problem. The authors recommend multisectoral interventions addressing nutrition, female education, and health service delivery improvements as crucial to reducing anemia and mitigating its adverse impact on maternal and child health.

This paper investigates how financial inclusion and gender gaps affect agricultural productivity in Mali, a country affected by fragility and long‐standing conflicts. Using data from the 2017 LSMS-ISA household survey, the author quantifies the impact of financial inclusion on agricultural output. The findings show that financial inclusion has a positive and significant effect on productivity. However, a gender gap remains: female farmers have substantially lower productivity compared to male farmers. Across full model specifications, this gender gap ranges between 44.5 % and 49.8 %. The article offers policy recommendations aimed at enhancing access to financial services, addressing gender inequalities, and thus boosting agricultural productivity in Mali. Suggested interventions include improved financial instruments, training, and infrastructure designed for women. These findings are relevant to policymakers and financial institutions seeking to promote equitable agricultural growth.

The article Technologies, Artificial Intelligence, Globalization and Education in West Africa (a virtual dialogue organized by the citizen think tank WATHI) discusses how technological transformations — especially artificial intelligence (AI) — and globalization influence educational systems in West Africa. Although access to education has improved, considerable challenges remain: about 97.5 million children still out of school across Africa, low enrollment rates, vulnerabilities of the education systems in crisis situations (such as during the COVID-19 pandemic), lack of access to digital pedagogic tools, and insufficient teacher preparation for integrating these technologies. The article highlights that AI can offer opportunities like personalized learning, support for students in remote or disadvantaged areas, but implementation is hampered by infrastructural inequalities, limited resources, gaps in educator training, and political commitment that is still inadequate.

The article “A Growing Divergence of Narratives around Security in Burkina Faso” examines the communication strategy of the military junta led by Captain Ibrahim Traoré since the September 2022 coup. While the regime portrays itself as regaining territory, fostering economic innovation, and protecting civilians, evidence points to a worsening reality: nearly 18,000 deaths linked to jihadist violence in three years, an 87% rise in civilian casualties, and loss of control over 70% of national territory. The economy has suffered from collapsing gold and cotton production and a sharp decline in foreign investment. The humanitarian crisis is escalating, with millions displaced, thousands of schools and health centers shut down, and multiple simultaneous epidemics. The article highlights the growing gap between official narratives and empirical realities, amplified by disinformation campaigns orchestrated with Russian support. This divergence poses serious challenges for governance, regional stability, and democratic principles.

This article by Tin Kapetanovic examines the expansion of Jama’at Nusrat al-Islam wal-Muslimin (JNIM) across the Sahara-Sahel through the criminological concept of “transplantation.” It argues that JNIM’s relocation was shaped by both push and pull factors. Push factors included military pressure in northern Mali after France’s Operation Serval (2013) and competition with rival groups such as the Islamic State in the Greater Sahara. Pull factors encompassed weak state authority, ethnic tensions (notably between Fulani herders and Dogon farmers), economic opportunities from artisanal gold mining and smuggling routes, and Mopti’s strategic location. JNIM embedded itself locally by integrating traditional leaders, intermarrying, providing security and services, and establishing Sharia-based governance. Nonetheless, its expansion faced resistance from community self-defense militias and heightened counterterrorism operations by Malian and international forces.
