The World Bank Group’s Sahel Education White Paper (December 2021) highlights the central role of education for the region’s economic and human development. Each year of education increases incomes by 7% to 15%, while gender inequality and early marriage are particularly acute. Although primary school enrollment doubled and secondary school enrollment tripled between 2005 and 2018, challenges remain: low quality of education, high population growth, and high dropout rates. More than 40% of school-age children are not in school. Improving the quality and access to education is essential to sustainably lift people out of poverty.

Despite the progress observed, challenges remain: lack of flexible funding, insufficient coordination and limited inclusion of cross-cutting issues such as gender equality.

Resistance, Alternation, Sovereignty" delves into Mali's socio-political developments since the 2020 crisis, highlighted by the ousting of President Ibrahim Boubacar Keïta and subsequent political transitions. Coordinated by Sten Hagberg, the book analyzes popular mobilizations against corruption and mismanagement, embodied by the June 5 Movement - Rally of Patriotic Forces (M5-RFP). It also examines the role of international actors like ECOWAS and the growing tensions between Mali and its partners, particularly France. The work sheds light on the popular desire to rebuild a "Mali Kura" (New Mali) while contextualizing the security, political, and socio-economic challenges. It adopts a citizen-centric approach to the perceptions and struggles amidst change, drawing comparative insights with other regional crises.

This qualitative study, conducted in Burkina Faso (Sep–Nov 2022), gathers the voices of 202 youths (aged 10–17, displaced or not) across 31 focus groups in six regions. The youths prioritize basic needs—food, water, clothing, healthcare, bicycles or mobility aids for disabled youths. Education is deemed critical for their future, despite school violence. Adolescents wish to contribute to family income and favor practical training (sewing, livestock). Leisure is a luxury and security a necessity. They feel excluded, ignored in aid targeting, poorly informed about humanitarian actors, and report distribution sites as unsafe and undignified. The report recommends strengthening youth participation: inform and involve youths in planning, ensure fair targeting, improve safety and dignity at distribution sites, and tailor assistance to their specific needs.

The study “Civil Societies in the Sahel: A Reasoned Mapping” analyzes collective organizational forms across Mauritania, Mali, Niger, Burkina Faso, and Senegal. It highlights the diversity of civil society ecosystems rooted in postcolonial histories. These actors go beyond their technical role to challenge state governance and advocate for human rights and social services. The study calls on AFD to revise its support strategy for civil society organizations (CSOs) by emphasizing deeper contextual knowledge, social proximity, funding sustainability, and balanced accountability. It recommends more flexible and long-term funding, grounded in economic and social rights, to strengthen locally rooted capacities in a region facing multiple overlapping crises.
