Genesis and Evolution of Armed Extremist Groups in the Sahel in a Context of Multidimensional Crisis 21/05/2025
Summary :
This report explores the rise, evolution, and fragmentation of armed extremist groups in the Sahel—AQIM, MUJAO, JNIM, and ISGS. It outlines the root causes of their proliferation: weak state presence, social marginalization, environmental pressures, geopolitical interference, and security vacuums. The analysis reveals how these groups adapt strategically, build local ties, and exploit state fragility. The fall of Libya, successive coups, and the withdrawal of international actors (France, the UN) have reshaped the security environment. The report advocates a multidimensional response: inclusive governance, socio-economic investment, stronger regional cooperation, and engagement of traditional leaders. It highlights the growing threat of violence spilling over into West African coastal states and calls for locally rooted, tailored strategies to achieve sustainable peace and resilience in the region.

What Role for Senegal in the Crisis Between the AES and ECOWAS? 16/05/2025
Summary :
This Policy Brief explores Senegal’s role in mediating the crisis between ECOWAS and the Alliance of Sahel States (AES), formed by Mali, Burkina Faso, and Niger after their withdrawal from ECOWAS. Drawing on its diplomatic tradition and neutrality, Senegal, under President Bassirou Diomaye Faye, has been appointed as a facilitator. While Senegal officially promotes the AES’s return to ECOWAS, its emissary's statements suggest a more nuanced stance. The brief analyzes issues of regional integration, governance, security cooperation, and sovereignty. It highlights the need for realistic mediation, one that acknowledges the AES states’ security concerns while preserving ECOWAS’s democratic and economic frameworks. The document also emphasizes the regional consequences of the split, including economic fragmentation and weakened security cooperation, urging Senegal to play a strategic and balanced role.

Strengthening Psychosocial Wellbeing for Sustainable Peace 20/05/2025
Summary :
This participatory research report, based on consultations with 1,155 individuals in Burkina Faso’s Cascades region, analyzes how armed conflict affects mental health, social cohesion, and livelihoods. It identifies four trauma-related psychological profiles: hyperactivity, avoidance, dissociation, and re-experiencing. The study highlights key triggering and sustaining factors, including social disruption, displacement, weakened livelihoods, and a loss of trust in institutions. Findings demonstrate the deep interconnection between mental health, social cohesion, and economic resilience. The report advocates for a holistic approach combining trauma prevention, community dialogue, and livelihood support. It also recommends using local cultural practices—such as intergenerational dialogue and communal farming—to help rebuild the social fabric and promote sustainable peace.

Severe Flooding Deepens the Burden on Fragile African States 19/05/2025
Summary :
In 2024, Africa experienced unprecedented flooding across 27 countries, affecting over 11 million people, causing 2,500 deaths, and displacing 4 million. The most severely affected countries included Nigeria, Chad, Mali, Sudan, and South Sudan. These extreme events, intensified by climate change and El Niño, are becoming more frequent. The report emphasizes that governance is a key factor in vulnerability: the most affected countries are largely categorized as “not free,” with limited disaster response capacity. Poor infrastructure, weak institutional preparedness, and corruption have worsened the impact. The article calls for stronger climate resilience through improved governance, risk prevention policies, and early warning systems. It also links state fragility to environmental shocks and stresses the need for integrated solutions to address compounding humanitarian and climate-related crises.
