Genesis and Evolution of Armed Extremist Groups in the Sahel in a Context of Multidimensional Crisis 21/05/2025

This report explores the rise, evolution, and fragmentation of armed extremist groups in the Sahel—AQIM, MUJAO, JNIM, and ISGS. It outlines the root causes of their proliferation: weak state presence, social marginalization, environmental pressures, geopolitical interference, and security vacuums. The analysis reveals how these groups adapt strategically, build local ties, and exploit state fragility. The fall of Libya, successive coups, and the withdrawal of international actors (France, the UN) have reshaped the security environment. The report advocates a multidimensional response: inclusive governance, socio-economic investment, stronger regional cooperation, and engagement of traditional leaders. A Threat from the North of the Gulf of Guinea Countries 22/04/2025

Originating from Burkina Faso, where certain regions are beyond state control, these groups are moving southward, utilizing border national parks as strategic retreat areas and sources of funding. The study emphasizes the urgency for coastal countries to strengthen regional cooperation and implement tailored strategies to contain this growing threat.

Applying the Transplantation Framework to JNIM’s Expansion in the Sahara-Sahel: A Criminological Lens 05/09/2025
Summary :
This article by Tin Kapetanovic examines the expansion of Jama’at Nusrat al-Islam wal-Muslimin (JNIM) across the Sahara-Sahel through the criminological concept of “transplantation.” It argues that JNIM’s relocation was shaped by both push and pull factors. Push factors included military pressure in northern Mali after France’s Operation Serval (2013) and competition with rival groups such as the Islamic State in the Greater Sahara. Pull factors encompassed weak state authority, ethnic tensions (notably between Fulani herders and Dogon farmers), economic opportunities from artisanal gold mining and smuggling routes, and Mopti’s strategic location. JNIM embedded itself locally by integrating traditional leaders, intermarrying, providing security and services, and establishing Sharia-based governance. Nonetheless, its expansion faced resistance from community self-defense militias and heightened counterterrorism operations by Malian and international forces. Applying the transplantation framework highlights JNIM’s deliberate organizational adaptation and environmental exploitation, offering insights beyond ideology or networks
