Chimera or Reality? On 'Jihadist Governance' in the Conflict Zones of the Sahel and the Horn of Africa 12/05/2026
Summary :
This article critically examines the concept of "jihadist governance" in the Sahel and the Horn of Africa, drawing on case studies from Mali, Burkina Faso, Niger, Nigeria, Chad, Cameroon and Somalia. The author analyses the capacity of armed groups — JNIM, Islamic State in the Sahel, Boko Haram/ISWAP and Al-Shabaab — to administer territory, maintain order, dispense justice and collect taxes. He demonstrates that such governance remains episodic, fragmented and unsustainable: pre-conflict state standards in rural areas were already so low that any alternative form of order appears relatively effective. Jihadist taxation (zakat, levies, tolls) is inconsistent, often arbitrary and largely non-compliant with Islamic jurisprudence. Popular support stems primarily from state failure rather than genuine ideological allegiance. The author concludes that jihadist groups are unlikely to seize regional capitals, and that their resilience should not be mistaken for a genuine capacity to govern.

The Pastoral Surveillance Bulletin of Senegal – October–November 2025 (No. 43) assesses pastoral conditions at the end of the rainy season and the onset of the cool dry season. It highlights a generally satisfactory availability of pasture and water resources in central, southern and eastern Senegal, contrasted with persistent fodder deficits in the northern regions (Saint-Louis, Louga, Matam). Bush fires, particularly widespread in Matam, Tambacounda and Kaffrine, have negatively affected vegetation regeneration. While the body condition of small ruminants remains largely good, that of large ruminants shows localized deterioration in deficit areas. Market analysis shows rising livestock prices, but persistently high cereal prices, especially rice, have resulted in unfavourable terms of trade for many pastoral households, notably in northern and eastern zones. The bulletin also stresses the limited and uneven support to the pastoral sector, calling for increased vigilance and better-targeted interventions to reduce vulnerabilities.

The Suspension of USAID Activities and its Impact on Nigeria’s Health Ecosystem 04/02/2026
Summary :
This article examines the impact of the suspension of USAID activities on Nigeria’s health ecosystem, with a particular focus on HIV and malaria programmes, health workforce stability, and domestic health financing. Based on key informant interviews with government officials, civil society organisations, and implementing partners, the study highlights how the abrupt funding cuts led to service disruptions, medicine stock-outs, layoffs of health workers, and weakened monitoring and prevention mechanisms. These effects were especially severe in states heavily reliant on external donor funding. Despite these challenges, the article documents adaptive responses by Nigerian authorities and partners, including budget reallocations, engagement with new donors, and increased emphasis on domestic resource mobilisation. The author argues that the crisis exposes the structural vulnerability of health systems dependent on a single donor and calls for more resilient, diversified, and nationally anchored financing strategies. The article concludes with policy recommendations aimed at strengthening sustainability and preparedness within Nigeria’s health sector.

Capitalization on early warning systems in West Africa 27/04/2026
Summary :
This report analyzes early warning systems (EWS) in West Africa and their role in preventing security, social, and climate-related crises. It highlights the importance of the ECOWARN system of ECOWAS, connected with national systems and the African Union’s continental mechanism. Based on field research involving 120 stakeholders across four countries, the study shows that institutional cooperation and information sharing are key to anticipating conflicts. It emphasizes the contribution of technological innovations, particularly artificial intelligence, in data analysis and improving response capacity. However, several challenges remain, including limited coordination, insufficient technical resources, weak political ownership, and difficulties in translating alerts into concrete actions. The report recommends strengthening system interoperability, human capacities, and regional cooperation to enhance the effectiveness and sustainability of early warning systems.
