Should France End Its Military Cooperation Programs in Africa? 12/05/2026
Summary :
The article examines the failures and controversial consequences of French military cooperation programs in Africa, particularly in the Sahel region. The author argues that Western military assistance and training programs have failed to stabilize the region or professionalize local armed forces. Instead, they have sometimes strengthened corrupt governments, encouraged military impunity, and contributed to violence against civilians. The failure of Operation Barkhane illustrates the contradictions of a counterterrorism strategy focused mainly on military responses while neglecting the political and institutional roots of instability. The article also highlights the involvement of some Sahelian armies in arms trafficking and predatory economic practices. Furthermore, the author criticizes the lack of democratic oversight and serious evaluation of French military partnerships in Africa. He suggests that beyond security concerns, these cooperations also serve geopolitical influence, intelligence gathering, and the preservation of France’s military presence and strategic interests on the continent.

Sharing Intelligence: The Case of the Sahel 24/09/2025
Summary :
This article focuses on intelligence sharing in the Sahel region, analyzing cooperation among African states as well as interactions between regional actors and external powers. The author discusses how intelligence is shared or withheld based on strategic, security, or sovereignty considerations, and highlights challenges such as trust deficits, institutional capacity gaps, and power asymmetries. Even when cooperation frameworks exist, their effectiveness is often undermined by rivalries, resource constraints, or contradictory policies. The study offers concrete case studies illustrating barriers to cooperation, along with proposals to strengthen information-sharing mechanisms (legal frameworks, harmonization, regional governance). In the Sahel context, the article argues that better integration of intelligence is vital for more effective counter-extremism efforts and regional stability.

With a projected 8% growth rate in 2025 and persistent structural constraints, the government is auditing extractive industries, revising investment frameworks, and streamlining public-private partnerships. Internationally, Senegal is expanding its diplomatic reach, particularly in Asia, the Middle East, and Turkey, to secure technology transfers, financing, and strategic cooperation. However, existing commitments, reliance on international financial institutions, and deep integration within UEMOA limit the scope for drastic shifts.
