The failure of Operation Barkhane illustrates the contradictions of a counterterrorism strategy focused mainly on military responses while neglecting the political and institutional roots of instability. The article also highlights the involvement of some Sahelian armies in arms trafficking and predatory economic practices. Furthermore, the author criticizes the lack of democratic oversight and serious evaluation of French military partnerships in Africa. He suggests that beyond security concerns, these cooperations also serve geopolitical influence, intelligence gathering, and the preservation of France’s military presence and strategic interests on the continent.

In Africa, this strategy relies on large-scale mine acquisitions, offtake agreements, resource-backed financing, and deep integration into infrastructure such as railways, ports, and power generation. Despite Africa’s vast mineral wealth, the continent remains largely confined to exporting raw materials, with limited gains in industrialization, employment, and technology transfer. Internationally, Senegal is expanding its diplomatic reach, particularly in Asia, the Middle East, and Turkey, to secure technology transfers, financing, and strategic cooperation. However, existing commitments, reliance on international financial institutions, and deep integration within UEMOA limit the scope for drastic shifts. This Policy Brief examines Germany’s new budget orientations and their consequences for Mali, a country facing insecurity, conflict, climate shocks, displacement, and rising humanitarian needs. Germany is among Mali’s key financial partners through the Federal Foreign Office (AA) and the Ministry for Economic Cooperation and Development (BMZ). However, from 2025 onward, significant budget cuts are expected, sharply reducing German contributions to the Humanitarian Response Plan (HRP). German aid currently supports essential sectors such as nutrition, health, water and sanitation, infrastructure, protection, displacement management, agriculture, and the Humanitarian–Development–Peace (HDP) nexus. Reductions in funding could exacerbate vulnerabilities, intensify population movements, and weaken local NGOs, which are central to service delivery and conflict mitigation. The brief offers recommendations to mitigate these impacts, improve coordination, promote aid localization, and strengthen community resilience.

This article examines South–South security cooperation in Africa through the case of the G5 Sahel. The authors argue that regional organisations, despite being guided by the mantra of “African solutions to African problems,” remain rigid, underfunded, and donor-dependent. In this context, ad hoc initiatives such as the G5 Sahel and the Accra Initiative have proliferated, appearing more flexible and context-sensitive. However, these often become “zombified” institutions shaped by external funding and donor agendas. The G5 Sahel exemplifies this paradox: while it failed to curb insecurity, it nonetheless fostered military cooperation and generated new forms of African agency. This “productive failure” illustrates how Sahelian states repurpose constraints into political opportunities, reassert sovereignty, and engage in new bilateral or regional arrangements, including the creation of the Alliance des États du Sahel (AES).

Meanwhile, under Trump, US diplomacy counteracts China’s expansion. The article highlights that Africa fits into the broader geostrategic competition in the Indo‑Pacific, with China emerging as a systemic rival to the US through technological advancement and escalating global influence.
