The article argues that conflicts in the Sahel should not be understood solely through the lens of jihadist ideology. Instead, it highlights the interaction between weak state institutions, social marginalization, cross-border trafficking networks, and armed insurgencies. Armed groups exploit porous borders and benefit from illicit economies involving fuel, gold, livestock, weapons, and drug trafficking. The article also explains that jihadist organizations often establish local systems of governance, taxation, and protection, allowing them to gain legitimacy among populations neglected by central governments. The authors criticize predominantly military responses adopted by Sahelian states and international actors, arguing that such strategies fail to address the structural roots of insecurity. According to the article, long-term stability in the Sahel requires broader policies focused on governance reform, economic opportunities, social justice, and the management of intercommunal tensions. The study therefore proposes a more complex understanding of Sahelian conflicts beyond conventional counterterrorism narratives.

The article examines the failures and controversial consequences of French military cooperation programs in Africa, particularly in the Sahel region. The author argues that Western military assistance and training programs have failed to stabilize the region or professionalize local armed forces. Instead, they have sometimes strengthened corrupt governments, encouraged military impunity, and contributed to violence against civilians. The failure of Operation Barkhane illustrates the contradictions of a counterterrorism strategy focused mainly on military responses while neglecting the political and institutional roots of instability. The article also highlights the involvement of some Sahelian armies in arms trafficking and predatory economic practices. Furthermore, the author criticizes the lack of democratic oversight and serious evaluation of French military partnerships in Africa. He suggests that beyond security concerns, these cooperations also serve geopolitical influence, intelligence gathering, and the preservation of France’s military presence and strategic interests on the continent.

This article critically examines the concept of "jihadist governance" in the Sahel and the Horn of Africa, drawing on case studies from Mali, Burkina Faso, Niger, Nigeria, Chad, Cameroon and Somalia. The author analyses the capacity of armed groups — JNIM, Islamic State in the Sahel, Boko Haram/ISWAP and Al-Shabaab — to administer territory, maintain order, dispense justice and collect taxes. He demonstrates that such governance remains episodic, fragmented and unsustainable: pre-conflict state standards in rural areas were already so low that any alternative form of order appears relatively effective. Jihadist taxation (zakat, levies, tolls) is inconsistent, often arbitrary and largely non-compliant with Islamic jurisprudence. Popular support stems primarily from state failure rather than genuine ideological allegiance. The author concludes that jihadist groups are unlikely to seize regional capitals, and that their resilience should not be mistaken for a genuine capacity to govern.

The article offers a critical review of the literature on the crisis of research for development in Francophone Sub-Saharan Africa, from independence to the present. It argues that this crisis is structural, marked by institutional weaknesses, insufficient funding, external dependency, and the marginalization of social sciences. In the 1960s–70s, the main issue was capacity building, accompanied by relative optimism. From the 1980s–90s onward, the crisis deepened due to structural adjustment policies, massification of higher education, and the weakening of research systems. Since the 2000s, the crisis persists but has evolved with globalization, the rise of consultancy work, and the fragmentation of scientific communities. The author highlights the importance of internal factors (governance, public policies, academic organization) and advocates for reclaiming scientific production grounded in African realities.

This article examines the determinants of willingness to pay (WTP) for flood insurance in urban Burkina Faso, with a particular focus on the role of information and information sources. The analysis is based on a field survey conducted in September 2022 among 593 individuals in Ouagadougou. The findings indicate that 71.3% of respondents are willing to pay for flood insurance, although most report a WTP lower than the expected loss. Being well informed about flood risks increases WTP, but the relationship is not proportional, as perfectly informed individuals may display lower WTP. Trust in government and private insurance providers, as well as ambiguity aversion, positively influence WTP, while reliance on family networks and risk aversion reduce it. The study highlights the importance of integrating information effects and communication channels into flood risk management and insurance demand policies in urban contexts.

The article highlights unresolved armed conflicts as the primary driver of acute food insecurity in Africa. In 2025, a record 167 million Africans faced acute food insecurity, with over 130 million living in conflict-affected countries. More than 700,000 people are at risk of famine, mainly in Sudan, South Sudan, and Mali. Conflicts severely disrupt agricultural production, markets, transport systems, and humanitarian access, while triggering large-scale population displacement. The analysis shows that five countries—Nigeria, the Democratic Republic of the Congo, Sudan, Ethiopia, and South Sudan—account for nearly two-thirds of acute food insecurity on the continent. The article also stresses the regional spillover effects of conflicts, which strain neighboring countries and humanitarian response capacities. It concludes that famine is fundamentally a man-made catastrophe, with long-term economic and security consequences, undermining human capital, stability, and development prospects across Africa.

This cross-sectional study assesses the quality of maternal and newborn health care in Niger using a nationally representative sample of 110 public facilities (integrated health centres, district hospitals and mother–child hospitals) and 2,153 women. A quality-of-care tool, co-developed with the Ministry of Health, combined five components: health facility survey, partograph review, healthcare provider knowledge tests, client exit interviews, and direct observation of antenatal and postnatal consultations. Findings show important structural gaps, with incomplete access to electricity, water and transport, and uneven availability of key tests and medicines. Partographs are used for most deliveries but are often poorly completed. Screening and integrated management of preeclampsia, anaemia and infectious diseases (HIV, syphilis, tuberculosis, malaria) remain suboptimal, especially in postnatal care. While overt mistreatment is rare, communication gaps are frequent: results and diagnoses are not consistently explained to women. The authors call for targeted investments in supplies, competency-based training, respectful care and stronger integration of services at each contact with pregnant and postpartum women.

As of March 2022, only about 1% of Chad’s population was fully vaccinated against COVID-19, and no prior data existed on vaccine hesitancy in the country. This cross-sectional study in N’Djamena (August–October 2021) surveyed 508 adults—patients, community members and healthcare workers—using a 25-item questionnaire and an adapted WHO SAGE Vaccine Hesitancy Scale. Overall, 52% said they would accept a COVID-19 vaccine, with higher acceptance among patients (67%) than community members (44%) and healthcare workers (47%). The mean hesitancy score was 29/50, and more than one-third of respondents were classified as highly hesitant. Knowing someone who died from COVID-19, trusting the government, perceiving local healthcare worker support, having comorbidities and higher socioeconomic status (electricity at home) were all associated with lower hesitancy. Main concerns focused on side effects, efficacy, safety, the pharmaceutical industry and distrust of government. Qualitative analysis highlighted four themes: information, trust, clinical concerns, and misinformation/false beliefs.

This article examines the real impact of United Nations peacekeeping missions on conflict resolution in Sub-Saharan Africa. Drawing on liberal institutionalism and conflict transformation theory, the study uses a qualitative, case-based approach relying on secondary data. It evaluates four major missions: MONUC/MONUSCO in the DRC, UNMISS in South Sudan, MINUSMA in Mali, and MINUSCA in the Central African Republic. Findings indicate mixed outcomes: although UN missions contributed to reducing open hostilities, protecting civilians, and facilitating humanitarian aid, they often failed to address root causes of conflict, foster political reconciliation, or establish sustainable peace. Key challenges include ambiguous mandates, limited resources, weak local ownership, and complex political environments. The study concludes that while UN peacekeeping remains essential for stabilisation, its effectiveness is constrained by structural and operational limitations. It recommends clearer mandates, stronger collaboration with the African Union, greater investment in peacebuilding, and enhanced local participation.
