This article adopts a state-centred lens to examine how governments engage with vigilante groups within hybrid security governance in West Africa. Drawing on Liberia, Ghana, and Burkina Faso, it shows that “ambivalence” is the norm. In Liberia, local co-operation with vigilantes supplements weak policing but triggers fears of partisan intimidation. In Ghana, the 2019 Vigilantism Act bans such groups, yet they persist through rebranding, informal party ties, and selective incorporation into state security. In Burkina Faso, the state formalized vigilantes via the Volunteers for the Defence of the Homeland (VDP), boosting counter-insurgency reach while heightening risks to civilians and social cohesion. The core claim is that regime-survival logics no less than state capacityshape whether authorities tolerate, ban, co-opt, or sponsor vigilantism. Consequently, boundaries between formal and informal security provision blur, producing mixed outcomes for public safety and state legitimacy.

The article "Mauritania: A Security Exception in the Sahelian Landscape" examines Mauritania's stability amidst growing insecurity in the Sahel. Since 2011, the country has not experienced any terrorist attacks, in contrast to its neighbors. This situation results from a multidimensional strategy, notably the judicious use of the religious factor. Mauritania enjoys a reputation for piety recognized in the Muslim world, which has prevented the state from being easily labeled as "takfir" by armed groups, thus legitimizing violence against it. This reputation has also served as a basis for internal religious dialogue, often cited as an example in the region, including a prison component to combat jihadism. Between 2009 and 2013, measures of social strictness, such as the closure of bars and the Israeli embassy, have reinforced this approach. The article also mentions the "pact thesis," suggesting that Mauritania is spared in exchange for discreet financial support, although this theory remains debated. Finally, Islam is presented as an essential vector of national cohesion, mitigating community tensions and persistent social inequalities.

This report details the methodology for developing and applying the Burkinabe Social Cohesion Index (IBCS), a tool designed to measure the level of social cohesion at the community level in Burkina Faso. Based on four core dimensions—inclusion, solidarity, conflict resilience, and trust—the IBCS generates both quantitative and qualitative localized data. The tool was co-developed with local stakeholders and is structured around 33 indicators grouped into 12 components. The report offers practical guidelines for implementation, from sampling procedures to result analysis. The IBCS aims to support peacebuilding and development actors in decision-making, while also empowering communities to assess and strengthen their internal cohesion.
