This article analyzes the evolution of Malian civil society within the political transition initiated in 2020. Amid profound institutional reforms, the dissolution of political parties in 2025, and a perceived shrinking of civic space, civil society faces a strategic turning point. The study provides a typological mapping of actors (human rights organizations, youth movements, women’s associations, trade unions, religious organizations, think tanks, and diaspora groups) and examines their contribution to state refoundation reforms. It highlights tensions between collaboration and autonomy, support for transitional authorities and counter-power functions. The article also emphasizes major structural challenges: dependency on external funding, organizational weaknesses, internal fragmentation, and political ambiguities. Despite these constraints, civil society remains a key actor in social cohesion and civic participation. The analysis concludes that its future will depend on its adaptability, financial resilience, and ability to clarify its democratic positioning.

This policy brief examines the consequences of the withdrawal of USAID from migration-related activities in Mauritania in 2025. Although USAID was not the country’s largest donor, its exit weakened several key programmes supporting youth resilience, social cohesion, refugee protection and food security. The sudden suspension of funding led to the interruption of flagship projects such as Nafoore and Tamkeen, with significant impacts on local NGOs, UN agencies and municipalities, particularly in migration hotspots like Hodh El Chargui. The analysis highlights that USAID’s withdrawal occurred alongside strengthened European migration control policies, increasing the risk of human rights violations against migrants. While other donors (European Union, KOICA, Italian cooperation) have partially filled the gap, coordination remains limited and fragmented. The policy brief calls for diversification of funding sources, stronger national institutional capacities, and an integrated migration–development–protection approach to ensure the sustainability of migration governance and support mechanisms in Mauritania.

The article examines why Senegal’s democracy endured despite a major institutional crisis surrounding the postponement of the 2024 presidential election. When President Macky Sall cancelled the February vote, citing institutional conflict, civil society, opposition actors, and the Constitutional Council played decisive roles in protecting the rule of law. Despite political pressure, the judiciary invalidated the postponement, demonstrating its independence. At the same time, broad civic mobilization—including activists, scholars, journalists, and religious groups—demanded adherence to the constitutional electoral timeline. This combination of judicial firmness and collective citizen action enabled the organization of the March 24 election and a peaceful transition to President Bassirou Diomaye Faye. The article argues that Senegal’s resilience stems from a long-standing tradition of civic engagement, institutional dialogue, and public defense of democratic checks and balances.

According to the 13 October 2025 report, this study examines the political, social and technological dimensions of civil registration systems in Côte d’Ivoire, Mauritania, and Chad. It highlights civil registration as a core infrastructure of citizenship, enabling access to rights but also functioning as a mechanism of exclusion. The report details the “social life of documents,” showing how identity papers are used strategically, how administrative inequalities persist, and how bureaucratic violence at service counters reinforces marginalisation. It also warns against the politicisation of civil registry systems, especially when civil registration, nationality, and elections become entangled. The study analyses the rise of biometric technologies, which promise efficiency but create new vulnerabilities, including surveillance risks and technological dependency. Finally, it outlines reform pathways: depoliticising civil registration, expanding citizen access, increasing transparency, fostering universal inclusion, and strengthening digital sovereignty.

This Policy Brief examines Germany’s new budget orientations and their consequences for Mali, a country facing insecurity, conflict, climate shocks, displacement, and rising humanitarian needs. Germany is among Mali’s key financial partners through the Federal Foreign Office (AA) and the Ministry for Economic Cooperation and Development (BMZ). However, from 2025 onward, significant budget cuts are expected, sharply reducing German contributions to the Humanitarian Response Plan (HRP). German aid currently supports essential sectors such as nutrition, health, water and sanitation, infrastructure, protection, displacement management, agriculture, and the Humanitarian–Development–Peace (HDP) nexus. Reductions in funding could exacerbate vulnerabilities, intensify population movements, and weaken local NGOs, which are central to service delivery and conflict mitigation. The brief offers recommendations to mitigate these impacts, improve coordination, promote aid localization, and strengthen community resilience.

The book The Financialization of Health in Senegal (1840–1960), written by Valéry Ridde and published in 2025 by Éditions Science et Bien Commun (Québec), explores the evolution of health financing under French colonial rule. Drawing on extensive archival sources, Ridde reveals that colonial health systems—often depicted as humanitarian progress—were in fact marked by deep inequalities and fiscal exploitation. The study traces the origins of health financialization through patient payments, private medical practice, and limited mutual aid schemes. The Indigenous Medical Assistance (AMI), ostensibly free, imposed taxes and fees that burdened African populations. By examining budgets, hospital structures, and policy reforms, the book exposes the ideological and bureaucratic mechanisms that shaped colonial health governance and laid the groundwork for modern health inequities in Senegal.

Pastures and water points are well replenished in most wilayas, improving livestock body condition. However, some areas still experience localized forage deficits, particularly in Hodh El Chargui and Gorgol. Animal diseases remain under control with no major outbreaks reported. Livestock prices remain high, while cereal prices continue to rise, leading to unfavorable terms of trade for herders. The report highlights the importance of strengthening animal health monitoring and promoting sustainable management of pastoral resources.

This article analyzes the psychological, social, and cultural determinants that underpin the normalization and institutionalization of corruption in Côte d’Ivoire. It argues that corruption is not merely the consequence of institutional weaknesses, but is sustained by cultural logics: a redistribution logic of acquired wealth, which motivates influential actors to share benefits with their kin; a logic of lucrative positions, where public offices are viewed as profit-making opportunities; and social learning of corruption, whereby individuals mimic corrupt behaviors observed among superiors. The paper also discusses the notion of imitative resourcefulness, in which people replicate corruption practices perceived as normal in the system. Based on qualitative interviews with civil servants, the study reveals that for many, corruption has become a routine part of state functioning.
