The Effectiveness of Defense and Security Forces in the Sahel and West Africa 17/11/2025
Summary :
The article examines the effectiveness of defense and security forces in the Sahel and West Africa amid the rise of terrorist groups. Since the 1990s, structural weaknesses—poor equipment, limited training, and lack of modernization—have undermined national armies’ ability to confront asymmetric threats. Armed groups exploit these vulnerabilities, relying on insurgent and guerrilla tactics that outperform conventional military approaches. The document highlights varied national situations: the fragility of Mali and Burkina Faso, the relative preparedness of Niger, and Mauritania’s successful military reforms. It also emphasizes the shortcomings of foreign operations and the operational limitations of the G5 Sahel Joint Force. The article recommends strengthening military capacities, adopting counter-insurgency doctrines, enhancing cooperation with local communities, improving regional coordination, and investing in intelligence and surveillance.

A Folkloric Coup d’État in Guinea-Bissau and the Ongoing Turmoil in West Africa 08/12/2025
Summary :
The article “A Folkloric Coup d’État in Guinea-Bissau and the Ongoing Turmoil in West Africa” reports on a coup d’état that occurred shortly after the November 23, 2025 presidential election in Guinea-Bissau — a vote conducted with calm but carrying significant hope for the country’s 2.2 million inhabitants. Despite the election, the provisional results were delayed, and a group of military officers close to former president Umaro Sissoco Embaló seized power, forming a military junta called the “High Military Command.” General Denis Ncanha announced the takeover, and General Horta N’Tam was appointed head of a one-year transitional government. The article questions the true nature of the coup — some describe it as a “folkloric coup,” possibly orchestrated by Embaló himself to prevent the victory of another candidate backed by the historic party PAIGC. The author warns of renewed political instability, as seen in other West African states, and the risk of widespread “turmoil” if such maneuvers become common.

Civil Society in Democratic Transition in Mali: Resilience, Relay, or Readaptation? 24/02/2026
Summary :
This article analyzes the evolution of Malian civil society within the political transition initiated in 2020. Amid profound institutional reforms, the dissolution of political parties in 2025, and a perceived shrinking of civic space, civil society faces a strategic turning point. The study provides a typological mapping of actors (human rights organizations, youth movements, women’s associations, trade unions, religious organizations, think tanks, and diaspora groups) and examines their contribution to state refoundation reforms. It highlights tensions between collaboration and autonomy, support for transitional authorities and counter-power functions. The article also emphasizes major structural challenges: dependency on external funding, organizational weaknesses, internal fragmentation, and political ambiguities. Despite these constraints, civil society remains a key actor in social cohesion and civic participation. The analysis concludes that its future will depend on its adaptability, financial resilience, and ability to clarify its democratic positioning.

Multisectoral Surveillance Bulletin on the Regions of Tombouctou and Taoudénni – Mali, No. 15 28/01/2026
Summary :
This multisectoral surveillance bulletin examines the humanitarian, agro-pastoral, health, nutrition, and security situation in the regions of Tombouctou and Taoudénni in Mali for October–November 2025. It highlights the continuation of rice harvesting and the completion of rain-fed crops, generally assessed as satisfactory despite input shortages and localized drought-related losses. Rising water levels of the Niger River have improved pastoral resources but temporarily disrupted road infrastructure and reduced fishing production. From a security perspective, reported incidents have declined; however, persistent pressure from armed groups—including access restrictions and zakat collection—has led to significant internal displacement. Food security remains fragile, with projections indicating a sharp increase in populations facing crisis levels of food insecurity in 2026. Nutritional conditions have deteriorated, particularly in Tombouctou, where cases of global acute malnutrition have risen. This situation is exacerbated by infectious diseases, malaria, and low household purchasing power, underscoring the need for strengthened humanitarian and social protection interventions.
