Summary :
This report explores the rise, evolution, and fragmentation of armed extremist groups in the Sahel—AQIM, MUJAO, JNIM, and ISGS. It outlines the root causes of their proliferation: weak state presence, social marginalization, environmental pressures, geopolitical interference, and security vacuums. The analysis reveals how these groups adapt strategically, build local ties, and exploit state fragility. The fall of Libya, successive coups, and the withdrawal of international actors (France, the UN) have reshaped the security environment. The report advocates a multidimensional response: inclusive governance, socio-economic investment, stronger regional cooperation, and engagement of traditional leaders. The Jihadist Threat in Northern Ghana and Togo 22/04/2025
Summary :
This study, conducted by the Konrad-Adenauer-Stiftung in collaboration with Promediation, analyzes the evolution of the jihadist threat in northern Ghana and Togo. It highlights the expansion of terrorist groups towards the coastal countries of the Gulf of Guinea, facilitated by the deteriorating security situation in Burkina Faso and Mali. The study examines the varying levels of threat in these West African countries and emphasizes the importance of intergovernmental approaches to counter jihadist terrorism. It is based on field research conducted by local teams and Promediation consultants in the Sahel and Gulf of Guinea regions.

The article titled “Paths to Emancipation through Violence: Jihad, Self-Defense, Land and the Memory of Slavery in Central Mali”, written by Ibrahima Poudiougou and published in 2025 in the Cahiers d’études africaines, examines how armed groups from socially subordinate backgrounds use violence as a means of emancipation from historical and political domination in central Mali. The study focuses on both jihadist insurgency and the counterinsurgency led by self-defense groups like Dan Nan Ambassagou. The author analyzes how these actors legitimize violence through various narratives, including jihad, resistance to a “new form of enslavement,” and reciprocal accusations of land dispossession between Dogon and Fulani communities.
