Professional Military Education Institutions in Africa 30/09/2025
Summary :
This article highlights the role of Professional Military Education (PME) institutions in fostering professional, apolitical African armies committed to constitutional defense and democratic governance. The urgency to strengthen PME has grown amid rising military politicization and a wave of coups since 2020 (Burkina Faso, Chad, Guinea, Mali, Sudan). Africa hosts over 118 military schools, including War Colleges, Staff Colleges, and Military Academies across the continent. However, the mere existence of these institutions does not guarantee stronger professionalism: their impact depends on curriculum quality, democratic values integration, and robust civil-military relations. Surveys show young African officers hold strong ideals of public service, but these must be reinforced by tailored, context-sensitive training. The article stresses that not all countries require costly war colleges; regional cooperation can fill gaps. Strengthening PME is presented as a key step to professionalize African militaries and support democratic transitions.

Digital Divide and Access to Basic Services in West Africa 04/11/2025
Summary :
This paper investigates how the digital divide shapes access to essential services—drinking water, health, and education—in West Africa using Afrobarometer Round 9 data. The authors build a multidimensional digital divide index integrating access to equipment, internet use, and information isolation. Three main findings emerge: (1) formal education is by far the strongest determinant of digital inclusion, ahead of wealth or geography; (2) the digital divide is strongly associated with lower access to basic services, even after accounting for territorial heterogeneity; and (3) rural–urban differences are less significant than expected, suggesting that marginalization transcends geography. The study concludes that without inclusive and educational policies, ongoing digitalization efforts could inadvertently deepen social and territorial inequalities across the region.

The Resurgence of the Boko Haram Conflict in Cameroon: Issues, Perspectives, and Recommendations 15/10/2025
Summary :
The article examines the resurgence of the Boko Haram conflict in Cameroon’s Far North region, despite governmental and regional cooperation efforts. It outlines the group’s historical penetration and expansion since 2009–2014 in the border area with Nigeria, describes the evolving tactics (guerrilla warfare, suicide bombings, improvised explosive devices, kidnappings), and highlights its embedding within informal networks and smuggling routes. The socio-economic toll is severe: disruption of agriculture and trade, population displacement, abandonment of schools and health centers, and rising intercommunity tensions. The authors warn that the conflict could endure: overcrowded prisons, the politicization or transformation of vigilance committees into militias, and continuous influxes of Nigerian refugees pose real threats to regional stability. Their recommendations focus on improving governance, strengthening cross-border cooperation, enhancing local resilience, and pursuing de-escalation strategies in the security domain.

Cameroon’s 2025 Presidential Election: Between Tensions and Electoral Challenges 15/10/2025
Summary :
The article examines Cameroon’s 2025 presidential election scheduled for October 12, with Paul Biya – aged 92 and long-time incumbent – running for an eighth consecutive term. It highlights a tightly controlled political system in which the ruling party (RDPC) dominates state institutions including the electoral commission and judiciary. The opposition is deeply fragmented and weakened by internal divisions and personal rivalries, making it difficult to present a credible alternative. Security issues constitute a significant challenge: the anglophone crisis in the North West and South West (NOSO) regions undermines electoral conditions, while Boko Haram’s attacks in the far north complicate voting access, particularly for displaced populations. The article warns that the electoral process could be undermined by these political and security pressures.
