The Crisis in Burkina Faso Continues Its Downward Spiral 31/03/2025
Summary :
The article published by the Africa Center for Strategic Studies on September 12, 2023, explores the worsening security crisis in Burkina Faso following the 2022 military coups. Islamist militant groups, including Katibat Hanifa and the Islamic State in the Greater Sahara, have escalated attacks, surrounding Ouagadougou and controlling nearly half the national territory. This violence has led to a 165% increase in civilian deaths over 18 months, the displacement of over 2.1 million people, and the closure of 6,134 schools, affecting more than a million students. Approximately 800,000 people across over two dozen towns are besieged by these armed groups. The instability has spilled into neighboring regions in Mali, Niger, Ghana, Togo, and Benin, posing a major threat to regional security.

This report explores the rise, evolution, and fragmentation of armed extremist groups in the Sahel—AQIM, MUJAO, JNIM, and ISGS. It outlines the root causes of their proliferation: weak state presence, social marginalization, environmental pressures, geopolitical interference, and security vacuums. The analysis reveals how these groups adapt strategically, build local ties, and exploit state fragility. The fall of Libya, successive coups, and the withdrawal of international actors (France, the UN) have reshaped the security environment. The report advocates a multidimensional response: inclusive governance, socio-economic investment, stronger regional cooperation, and engagement of traditional leaders. A Threat from the North of the Gulf of Guinea Countries 22/04/2025

This study, conducted by the Regional Programme Political Dialogue in West Africa (PDWA) of the Konrad-Adenauer-Stiftung in collaboration with Promediation, analyzes the expansion of jihadist groups from the Sahel into the coastal countries of the Gulf of Guinea. Originating from Burkina Faso, where certain regions are beyond state control, these groups are moving southward, utilizing border national parks as strategic retreat areas and sources of funding. The study emphasizes the urgency for coastal countries to strengthen regional cooperation and implement tailored strategies to contain this growing threat.

Dialogue with jihadists in Mali: a way out of the crisis or a strategic mirage? 14/03/2025
Summary :
This article analyzes the security crisis in central Mali, considered the epicenter of the Sahel crisis. Historically marked by tensions over resources and intercommunity relations, this territory has seen these conflicts worsen with the retreat of the state and the establishment of jihadist groups, notably Amadou Koufa's Katiba Macina. The 2013 military intervention brought only a temporary respite, and since 2015, the jihadists have strengthened their control, capitalizing on the state's weakness and popular discontent. The debate over the advisability of dialogue between the Malian authorities and the jihadists is complex: while it could lead to a reduction in violence, it also risks legitimizing these groups and exacerbating intercommunity tensions. The article highlights the need to rebuild the state and social cohesion to prevent these groups from establishing themselves as a political and social alternative.
