In her interview, Dr. Minata Sarr Ndiaye identifies five priorities for Senegal. First, she emphasizes the importance for the State to place humans at the center of its actions, by serving citizens and responding to their needs. Third, she calls for the industrialization of digital public services, by making all services accessible online and entering into public-private partnerships to enhance the value of data while protecting fundamental rights. Fourth, she emphasizes the valorization of cultural knowledge through digital technology to promote Senegalese culture internationally. Finally, she recommends updating educational curricula, starting in elementary school, to adapt to the changes in today's world.

West and Central Africa (WCA) have a predominantly young population, with 64% under the age of 24. By 2030, the adolescent population (10-19 years) is projected to increase by 37%, from 120 million to 164 million. This demographic trend presents an opportunity for a demographic dividend, provided that young people are educated, healthy, and have access to decent employment. However, significant challenges persist, including limited access to quality education, high dropout rates, gender-based violence, and early unintended pregnancies. In response, representatives from 17 countries issued the Dakar Call in 2015, affirming their political commitment to youth. In November 2018, a regional conference brought together over 120 representatives from 22 countries to discuss the links between sexual and reproductive health, education, and school dropout. Priorities identified include combating early pregnancies, child marriages, HIV, sexually transmitted infections, substance abuse, and sexual violence. To harness the potential of this youth, it is essential to strengthen educational and health policies, focusing on gender equality and protection against violence.

According to an Afrobarometer survey published in August 2023, Mauritanians consider education (42%), health (42%), and poverty (40%) as the main problems that the government must address. More than half of citizens (55%) have sought health care in the past 12 months, while 33% have used public education services. Access to education is considered easy by 80% of respondents, but access to medical care is divided (51% easy versus 49% difficult). Corruption remains an obstacle, with 43% of users having paid bribes to obtain identity documents, and around 30% to access health, police, or education services. Citizens express general dissatisfaction with government performance in maintaining infrastructure and providing basic services, including health, education, and drinking water.

Bouna Ahmedou Sow, a school director in Mauritania, highlights the major challenges facing education systems, including the lack of teacher training and inadequate infrastructure to keep up with population growth. Schools, often located in rented houses, are struggling to cope with the growing demand for students. Teachers have to manage overcrowded classes, especially with struggling students, while working in precarious conditions. Sow stresses the importance of creating a supportive environment for teachers with respected contracts and daily support. He advocates for infrastructure that keeps pace with demographic growth to ensure an effective and inclusive education system.

The National Strategy for Enrolling Students in High-Security-Risk Zones (SSEZDS) 2019–2024 aims to guarantee a safe and inclusive educational environment in conflict-affected areas of Burkina Faso. Led by the Ministry of National Education, Literacy, and National Languages, the strategy is grounded in INEE standards and the national constitution to ensure uninterrupted basic education. Facing significant demographic growth and frequent armed attacks, the approach is structured around three pillars: securing schools (fencing, guards, crisis management units), reopening schools in liberated regions, and strengthening the education system's resilience (training, survival kits, emergency plans). It involves coordination between state entities, local governments, NGOs, and teacher unions, using a robust M&E framework with performance indicators to assess progress through 2024.

This article draws on data collected over the course of two decades to examine the role of youth mobility in the ways a rural Senegalese community has adapted to ecological, economic and socio-cultural change. Temporary migration has become a veritable stepping stone in the life of most young men and women in the community. It provides for more diversified family resources given the inability of farming to cover essentials and the new needs of youth avid for modernity. Types of migration have also evolved, notably because of increased education; mobility has further transformed cross-generational and gender relations. Migration is rooted in the strategies of many families and appears to be a resilience factor in a context of multifaceted change.

The World Bank Group’s Sahel Education White Paper (December 2021) highlights the central role of education for the region’s economic and human development. Each year of education increases incomes by 7% to 15%, while gender inequality and early marriage are particularly acute. Although primary school enrollment doubled and secondary school enrollment tripled between 2005 and 2018, challenges remain: low quality of education, high population growth, and high dropout rates. More than 40% of school-age children are not in school. Improving the quality and access to education is essential to sustainably lift people out of poverty.
