It highlights that traditional peacekeeping operations, centered on aspects such as ceasefire monitoring and population protection, often fail due to the lack of meaningful social interactions with local communities. The author proposes an alternative approach focused on strengthening social bonds, including proficiency in the local language, humanitarian aid, cultural heritage protection, promotion of intercommunity dialogue, and participation in sports and cultural activities. This strategy aims to establish lasting peace by actively involving civilian populations in the stabilization process.

The lack of pasture space in the Ferlo is nowadays the major concern of herders and various development actors in the sylvopastoral zone. It appears to be the main (re)known symptom, almost habitual, of the cyclical crises affecting pastoralism in Senegal. On the face of it, this situation can be interpreted as a banal ‘tragedy of the commons’, characterised by a significant increase in pressure on the resource, which is itself poorly managed since it belongs to everyone, and whose regeneration is furthermore hampered by both natural (climatic disruption) and anthropogenic (overgrazing, progression of the agricultural front) factors. However, in this situation as in others, the tragedy of the commons is a flawed, even simplistic, interpretative scheme, focusing mainly on the effects of animal demography and community management of grazing land, which are considered to be deleterious. A more detailed analysis of the various factors involved in this "grazing crisis" and the observation of the adaptive strategies of the farmers and the responses proposed by the differents organisations (ngos etc.) supporting the sector (fodder crops, food supplements in particular) lead to the formulation of other hypotheses: the fodder shortage might be the inevitable but underestimated consequence of a long series of interventions in the field of pastoral water supply. Also this crisis might reflect the exhaustion of the entire pastoral breeding model and the beginnings of a profound (and perhaps radical) transformation whose prospects remain uncertain. Rather than a tragedy with an inescapable end, should it not be seen as a turning point for the Ferlo and for pastoralist farming as it exists in the present conditions?

This communication aims to analyze the cross-border migrations of women traders in sub-Saharan Africa. To carry out this study, we used a qualitative methodology comprising a semi-structured interview guide addressed to a number of 42 people, with 6 respondents per country. The approaches that are: historical, informality, comprehensive of Max Weber and the comparative method of Durkheim Émile were used for theoretical illumination. It follows from this study that cross-border migrations of women traders constitute a survival strategy and a fight against unemployment. In addition, they weaken the macroeconomy by promoting the flourishing of the informal economy. Thus, they allow the greatest number of vulnerable households to survive.

The article “Terrorism in the Sahel: the Mauritanian exception” looks at the reasons why Mauritania has not experienced jihadist attacks since 2011, unlike its Sahelian neighbors. This exceptional situation is the result of a multidimensional and pragmatic strategy, adapted to the specificities of the Sahel and to the war in the desert. Under the leadership of General Mohamed Ould Abdel Aziz, the army underwent a major overhaul, with a substantial increase in the military budget, leading to the creation of Special Intervention Groups (GSI). These elite, light and mobile units are designed to operate autonomously in the desert. In addition, Mauritania has established fixed checkpoints on cross-border roads and has designated certain desert areas as “military zones.” This approach, combining military modernization and adaptation to local realities, has allowed the country to regain control of its territory and serve as an example in the fight against jihadist movements in the Sahel.

The article "Environment and Diseases in the Sahel (West Africa). Between Two Worlds" examines the interaction between environmental conditions and disease prevalence in the Sahel region. It highlights that the Sahel, located between the Saharan and Sudanese climates, is a convergence zone for various epidemics. Diseases vary according to the seasons and the lifestyles of the populations: nomadic pastoralists and sedentary farmers are not affected in the same way. For example, the "lean cow" period for pastoralists, corresponding to the end of the dry season, differs from the "empty granaries" period for farmers. This complex dynamic between environment and public health makes disease management particularly difficult in this region.

The article "Mauritania: A Security Exception in the Sahelian Landscape" examines Mauritania's stability amidst growing insecurity in the Sahel. Since 2011, the country has not experienced any terrorist attacks, in contrast to its neighbors. This situation results from a multidimensional strategy, notably the judicious use of the religious factor. Mauritania enjoys a reputation for piety recognized in the Muslim world, which has prevented the state from being easily labeled as "takfir" by armed groups, thus legitimizing violence against it. This reputation has also served as a basis for internal religious dialogue, often cited as an example in the region, including a prison component to combat jihadism. Between 2009 and 2013, measures of social strictness, such as the closure of bars and the Israeli embassy, have reinforced this approach. The article also mentions the "pact thesis," suggesting that Mauritania is spared in exchange for discreet financial support, although this theory remains debated. Finally, Islam is presented as an essential vector of national cohesion, mitigating community tensions and persistent social inequalities.

This article draws on data collected over the course of two decades to examine the role of youth mobility in the ways a rural Senegalese community has adapted to ecological, economic and socio-cultural change. Temporary migration has become a veritable stepping stone in the life of most young men and women in the community. It provides for more diversified family resources given the inability of farming to cover essentials and the new needs of youth avid for modernity. Types of migration have also evolved, notably because of increased education; mobility has further transformed cross-generational and gender relations. Migration is rooted in the strategies of many families and appears to be a resilience factor in a context of multifaceted change.

This article analyses the Sahel crisis through the prism of young people, with reference to the case of Burkina Faso. In particular, it looks at the ways in which young people are involved in shaping and implementing security policies. The aim is to elucidate why, despite their political weight, young people are not yet strategic actors in the governance of this sovereign sector. Based on actor-centred institutionalism, the article highlights the influence of contexts and institutions on their participation strategies in the fight against insecurity. The results show that while government mechanisms for the inclusion of young people produce precarious effects, the alternative strategies promoted by the latter end in deadlock.

Marie-Dominique Aguillon's article, "The Making of Senegalese Migration Policy," published in the journal Anthropologie & développement, examines the process of developing migration policy in Senegal, influenced by interventions from international organizations such as the International Organization for Migration (IOM). Based on ethnographic research, the article analyzes how these entities promote standardized migration policies in West Africa, focusing on the interactions between policymakers, experts, academics, and civil society actors in Senegal. The study reveals that, although the IOM plays a prescriptive role by introducing norms and policy frameworks, there are dynamics of local negotiation, contestation, and adaptation. Senegalese actors do not merely follow international directives passively but actively participate in the co-construction of migration policy, reflecting a plurality of logics and strategies. The article also highlights the tensions between the objectives of international organizations and national priorities, shedding light on challenges related to sovereignty and local ownership of migration policies.
