Some transitions, particularly military ones in Burkina Faso, receive popular support but raise concerns about civil liberties. The piece underscores the need for inclusive governance, stronger representation of youth and minorities, and holistic solutions addressing the root causes of instability. It calls for educational reform, psychosocial support, equitable access to resources, and renewed civic participation among youth.

This Policy Brief analyzes how population displacements have accelerated urbanization in secondary cities across the Sahel, particularly in Burkina Faso, Mali, and Niger. These cities, already marked by infrastructural shortcomings, face mounting pressure on housing, land use, and basic services. The massive influx of internally displaced persons (IDPs) reshapes social dynamics, especially gender roles, with displaced women often becoming heads of households under precarious conditions. “Non-loti” areas—informal settlements—emerge as default reception zones despite lacking infrastructure. Displaced populations are sometimes viewed with suspicion and associated with security threats. The study urges moving beyond institutional categories and quantitative data, advocating for deeper exploration of “practical norms” that govern urban life. It calls for empirical research to guide inclusive urban planning and better integration of displaced communities in fragile Sahelian contexts.

The report “Climate Change, Development and Security in the Central Sahel”, published in June 2021, explores how climate change impacts development and security in Burkina Faso, Mali, and Niger. It highlights the links between climate stress, food insecurity, human mobility, and conflict. Climate change exacerbates existing vulnerabilities such as poverty, inequality, armed group proliferation, and social tensions. The study argues that current responses, often overly focused on militarised security, fail to address local realities. Instead, it recommends integrated and context-sensitive strategies to enhance resilience. These include supporting sustainable livelihoods, acknowledging mobility as a coping mechanism, and reinforcing local conflict-resolution systems. The report also advocates for more coherent European and international policies that align climate adaptation with peacebuilding and development goals.

This study, conducted in Mali, Niger, and Togo, analyzes the sociocultural, economic, and legal determinants of child marriage (CM) and proposes empowering girls as a strategy to combat it. Despite national laws, traditional and religious norms, particularly Islam, favor the continuation of this practice. Child marriage is often perceived as a protection mechanism against out-of-wedlock pregnancies, a religious obligation, or an economic survival strategy. The low educational attainment of girls and poverty exacerbate the phenomenon. The research mobilized a multidisciplinary and mixed-methods approach, involving qualitative and quantitative surveys. The authors recommend greater involvement of community actors and a change in social norms. Empowering girls through education and economic skills is essential to break the intergenerational cycle of poverty and domination.

The study on traditional justice in the Sahel, carried out in two phases (2020 and 2022), analyzes the articulation between customary and state justice systems for better access to justice. It highlights the growing support of populations, including young people, for traditional justice, in the face of mistrust of formal justice, often perceived as inaccessible or inequitable. The study is based on a comparative and multidisciplinary approach, with a particular focus on the rights of women and children. The results show that customary systems, although legitimate in the eyes of the populations, have limitations, particularly in the protection of human rights. The study proposes a hybrid model integrating customary, religious, and formal justice to improve access to justice. Finally, it recommends the transcription of customary rules and awareness-raising on human rights to strengthen their complementarity with formal justice.

The article “On the Unborn Fulani: Slavery, Jihad, and Human Rights in Central Mali,” written by Gilles Holder, analyzes the persistence of power relations and descent-based slavery in the hybrid conflict in central Mali since 2015. It highlights the link between 18th- and 19th-century Fulani jihads, the creation of Islamic states based on a slave economy, and contemporary dynamics of social and political revolt. The article emphasizes that the emancipation of slave descendants remains limited by secular logics of land and economic domination by former Fulani aristocracies. It also explores how current jihadist demands integrate social aspirations for emancipation. Finally, it questions the effectiveness of human rights instruments in addressing these deep-rooted inequalities.

The article "A Community-Based Edutainment Intervention for Gender-Based Violence, Sexual and Reproductive Health, and Maternal and Child Health in Rural Senegal: A Process Evaluation" analyzes a community-based edutainment intervention in Senegal to address gender-based violence (GBV), sexual and reproductive health (SRH), and maternal and child health (MCH). The intervention involves showing the television series C'est la Vie! through viewing clubs in rural villages, followed by thematic discussions and workshops. The study “The Women, Peace, and Security Agenda in Chad: The Case of the Lac and Ouaddaï Provinces” examines the implementation of UN Resolution 1325 in Chad. Despite the adoption of the National Action Plan (NAP) in January 2023, its implementation remains slow, particularly in the Lac and Ouaddaï provinces. The study highlights the role of women in local mediation, often limited to internal conflicts, while their participation in national peace negotiations is minimal. Gender-based violence remains a major problem, exacerbated by social norms and a lack of institutional coordination. Women’s organizations play a crucial role, but their efforts are fragmented. The study recommends strengthening local initiatives, improving coordination among stakeholders, and raising awareness to ensure the meaningful inclusion of women in peace processes.
