Summary :
According to an Afrobarometer survey published in August 2023, Mauritanians consider education (42%), health (42%), and poverty (40%) as the main problems that the government must address. More than half of citizens (55%) have sought health care in the past 12 months, while 33% have used public education services. Access to education is considered easy by 80% of respondents, but access to medical care is divided (51% easy versus 49% difficult). Corruption remains an obstacle, with 43% of users having paid bribes to obtain identity documents, and around 30% to access health, police, or education services. Citizens express general dissatisfaction with government performance in maintaining infrastructure and providing basic services, including health, education, and drinking water.

The Current Status of Maritime Security in the Gulf of Guinea 24/10/2025
Summary :
The article “The Current Status of Maritime Security in the Gulf of Guinea” by Lamir Ado Mohammed and Dimitrios Dalaklis (World Maritime University) examines the current state of maritime security in the Gulf of Guinea, focusing on Nigerian waters. Using a quantitative approach based on data from the Nigerian Maritime Administration and Safety Agency (NIMASA) and the International Maritime Bureau (IMB), the study finds a significant decline in piracy and sea crimes. This progress is attributed to coordinated efforts among NIMASA, the Nigerian Navy, and G7++ Friends of the Gulf of Guinea (FoGG) navies. The SPOMO Act has further deterred offenders. However, piracy appears to be shifting to other areas within the Gulf. The authors emphasize the need for an integrated approach including coastal community development, Blue Economy promotion, improved surveillance, and anti-corruption measures.

Institutionalized Corruption in Côte d’Ivoire 14/10/2025
Summary :
This article analyzes the psychological, social, and cultural determinants that underpin the normalization and institutionalization of corruption in Côte d’Ivoire. It argues that corruption is not merely the consequence of institutional weaknesses, but is sustained by cultural logics: a redistribution logic of acquired wealth, which motivates influential actors to share benefits with their kin; a logic of lucrative positions, where public offices are viewed as profit-making opportunities; and social learning of corruption, whereby individuals mimic corrupt behaviors observed among superiors. The paper also discusses the notion of imitative resourcefulness, in which people replicate corruption practices perceived as normal in the system. Based on qualitative interviews with civil servants, the study reveals that for many, corruption has become a routine part of state functioning.
