The G5 Sahel: At the nexus of fragility, conflict, and climate 18/08/2025
Summary :
This Policy Brief examines the G5 Sahel (Burkina Faso, Chad, Mali, Mauritania, Niger), which faces a “polycrisis” of institutional fragility, violent conflict, and climate change. Although the region contributes only 1% of global greenhouse gas emissions, it is warming faster than the global average, worsening poverty, food insecurity, and competition over scarce resources. Rapid population growth and unplanned urbanization deepen social strains. Conflicts over land and water, combined with weak governance, fuel instability and large-scale displacement. The author highlights the need for sustained, multi-pronged action: strengthening local resilience, involving communities and indigenous groups, improving governance, and ensuring access to climate finance. The Sahel’s future hinges on coordinated approaches that balance development, peacebuilding, and climate adaptation

The Women, Peace and Security Agenda in Chad: the case of the Lac and Ouaddaï provinces 12/03/2025
Summary :
The study "The Women, Peace, and Security Agenda in Chad: The Case of the Lac and Ouaddaï Provinces" analyzes the implementation of UN Resolution 1325 in Chad. Adopted in January 2023, the National Action Plan (NAP) is struggling to be implemented, particularly in the Lac and Ouaddaï provinces. The study highlights the role of women in local mediation, often limited to domestic conflicts, while their participation in national peace negotiations remains marginal. Gender-based violence remains a major issue, hampered by social norms and a lack of institutional coordination. Women's organizations play a key role, but their actions remain fragmented. The study recommends strengthening local initiatives, improving coordination between stakeholders, and raising awareness to truly integrate women into the peace process.

Hybridity and security policies in Africa 05/03/2025
Summary :
This article examines the shortcomings of security sector reform (SSR) programs in Africa, which focus primarily on state institutions without sufficient consideration of local realities. The authors introduce the concept of hybridity to better understand the interaction between state and non-state actors that influence security governance on the continent. These often-overlooked informal actors play a crucial role in regulating security and justice. The article critiques the dominant Western-inspired state model and advocates for broader recognition of customary norms and alternative security networks. By adopting hybridity as an analytical tool, policymakers could rethink security policies to better integrate these complex dynamics, which are often underestimated in reform efforts. The article argues that recognizing and adapting to these hybrid governance structures would improve the effectiveness of security interventions in Africa.

In this WATHI-published op-ed, El-Ghassim Wane reflects on Africa’s potential contributions to the upcoming 8th UN Peacekeeping Ministerial Conference in Berlin (May 2025). He highlights the continent’s direct experience with peacekeeping and draws out three core insights: (1) peacekeeping is an effective, sovereignty-enhancing, and life-saving tool; (2) the UN and African Union must further strengthen their complementary roles; (3) peacekeeping embodies multilateralism. Wane advocates for a deeper AU-UN partnership, greater African ownership of peace operations, and a rebalancing between prevention, mediation, and military engagement. He also urges increased investment in structural prevention—especially governance and human rights—by combining the AU’s normative frameworks and the UN’s technical capacities.
