The Media Foundation for West Africa report, published in December 2022, examines the evolution of press freedom in Mauritania in 2021. Following the election of President Mohamed Cheikh El Ghazouani in 2019, a democratic opening was initiated, including a national dialogue. However, private media, which appeared in 1990, continue to face major challenges. Although the decriminalization of press offenses in 2006 was a step forward, ambiguous laws still allow for censorship and harsh sanctions. The High Authority for the Press and Audiovisual (HAPA), created to regulate the sector, is often perceived as lacking independence. The absence of a specific law on access to information complicates the work of journalists, while public media remain biased in favor of the government. In 2021, the rise of social media provided new platforms for expression, but also led to attempts at state control.

The security crisis in West Africa and the Sahel exacerbates the vulnerability of these regions to climate change. Conflicts hamper the governance of natural resources, which are essential for the global energy transition. According to the IPCC, these areas are among the most vulnerable to future climate fluctuations. Demands for climate justice coincide with aspirations for social justice, particularly among African youth. Securing the management of strategic minerals is crucial for the industrialization and economic development of producer countries. It is part of the country’s commitment to ensuring refugees’ access to health services, in line with the Sustainable Development Goals and the National Health Development Plan 2021-2030. Key objectives include strengthening health infrastructure, improving the supply of essential medicines, and gradually integrating refugees into the national health insurance system.

The Mauritania country profile, published by Bpifrance in February 2023, highlights economic growth of 4% in 2022, mainly supported by the mining sector (iron and gold) and investments in energy, particularly gas and renewable energies. However, high inflation (+9.5% in 2022) is weighing on domestic demand. The public deficit reached 2.1% of GDP in 2022, due to accumulated spending to counter inflation and finance energy projects. The current account deficit remains high (-11.6% of GDP), despite robust exports. The banking sector remains fragile, with a non-performing loan rate of 22.7% at the end of 2021. The medium-term outlook is promising, thanks to the planned start of gas exports in late 2023-early 2024, which should strengthen economic growth and improve budgetary and external balances.

It highlights advances in human resources, infrastructure, equipment and health financing, with activities such as capacity building of personnel and construction of health structures. However, challenges persist, particularly in terms of availability of medicines and governance of the health system. The review recommends better coordination with technical and financial partners, improvement of monitoring mechanisms and optimization of the use of data for decision-making. The outlook includes continued efforts to strengthen the health system and achieve the objectives of the PNDS, with an emphasis on the effectiveness of interventions and the mobilization of necessary resources.

The article “Terrorism in the Sahel: the Mauritanian exception” looks at the reasons why Mauritania has not experienced jihadist attacks since 2011, unlike its Sahelian neighbors. This exceptional situation is the result of a multidimensional and pragmatic strategy, adapted to the specificities of the Sahel and to the war in the desert. Under the leadership of General Mohamed Ould Abdel Aziz, the army underwent a major overhaul, with a substantial increase in the military budget, leading to the creation of Special Intervention Groups (GSI). These elite, light and mobile units are designed to operate autonomously in the desert. In addition, Mauritania has established fixed checkpoints on cross-border roads and has designated certain desert areas as “military zones.” This approach, combining military modernization and adaptation to local realities, has allowed the country to regain control of its territory and serve as an example in the fight against jihadist movements in the Sahel.

The "Gender at the Centre Initiative" commissioned a study to assess the integration of gender equality into the educational sector planning in Mauritania. This analysis focuses on the Triennial Budgeted Action Plan (PATB) 2019-2021, developed in 2012 under the leadership of the Ministry of Education and UNESCO. Findings indicate that, although there is a political effort to include gender considerations in educational policies, this initiative primarily addresses concerns from external stakeholders. Civil society organizations and technical and financial partners observe that gender issues are often raised by external actors, with the ministry showing less proactivity in this area. Furthermore, there is no clear mechanism for accountability, reporting, and monitoring the implementation of gender equality in education. Final decisions regarding the PATB are mainly made by the planning directorate, with limited coordination among various ministry departments, hindering constructive dialogue and effective integration of gender considerations into sectoral planning.

According to an Afrobarometer survey published in August 2023, Mauritanians consider education (42%), health (42%), and poverty (40%) as the main problems that the government must address. More than half of citizens (55%) have sought health care in the past 12 months, while 33% have used public education services. Access to education is considered easy by 80% of respondents, but access to medical care is divided (51% easy versus 49% difficult). Corruption remains an obstacle, with 43% of users having paid bribes to obtain identity documents, and around 30% to access health, police, or education services. Citizens express general dissatisfaction with government performance in maintaining infrastructure and providing basic services, including health, education, and drinking water.
